The East Bay Municipal Utility District (EBMUD) is seeking a Management Analyst II to support contract negotiation, planning, and execution, as well as the improvement of and coordination on related operational and administrative matters. The role requires exercising independent judgment and the ability to work effectively under general guidance and direction. Individuals with excellent communication skills that are also highly organized, resourceful, and motivated would excel in this role.
Examples of duties to be performed include:
*Supporting project managers in the negotiation, implementation and administration of complex agreements for a wide range of services, including contracts for professional services; major and minor construction projects; maintenance and repair services; rental equipment; specialty services such as control systems, power generation engines, turbines; various types of electrical equipment such as switchgears, motor control centers, transformers, and variable frequency drives; various software applications systems, and a variety of chemical, material and equipment purchase orders.
*Assisting departments with preparing specifications, justifications, and scopes of work for Requests for Proposals (RFPs) and contract amendments.
*Drafting, reviewing, and revising contract language, including scopes of work, indemnification, insurance, and termination clauses.
*Analyzing contract terms for financial, legal, and operational impacts to the agency.
*Tracking contract expirations and renewal dates to proactively manage upcoming renewals and avoid lapses in agreements.
*Leading and supporting contract negotiations with vendors, suppliers, consultants, and contractors to ensure favorable terms for EBMUD.
*Facilitating meetings and resolving issues related to contract negotiations, contracting delays, scope changes/change orders, or disputes in coordination with EBMUD project managers and subject matter experts.
*Partnering with in-house legal, risk management, purchasing, contract equity, IT security and other staff as needed regarding the language and interpretation of specification and contract documents, serving as a liaison between EBMUD and current/potential vendors to support the contract revision process.
*Preparing a variety of clear and concise written materials such as Board memos, correspondence, specifications, bid documents, and reports to support contract approvals and policy updates.
*Preparing and processing purchase orders accurately, ensuring all approvals are obtained and relevant documentation is complete.
*Providing training and support to EBMUD stakeholders on contract management, procurement processes, and regulatory requirements.
*Assisting in the development and implementation of contracting policies, procedures, and best practices.
*Making recommendations to management on options for achieving improvements, increased efficiency, cost savings, etc.
*Researching and benchmarking contracting practices used by peer agencies and industry standards.
*Identifying recommended products, software, or other tools to increase efficiency and operational reliability related to contracts management.
*Conducting special projects and analytical assignments related to organizational operations, cost savings, or vendor management.
*Monitoring changes in applicable laws, regulations, and funding requirements that may impact contracting practices.
*Supporting the implementation and oversight of a Project Labor Agreement for various capital projects (subject to board approval).
The ideal candidate for this position will possess the following skills and competencies:
Technical and Analytical Skills - Ability to draft, review, and negotiate complex agreements, including professional services, general services, materials and supplies, construction, and inter-agency contracts, with the support from attorneys in the Office of General Counsel.
Regulatory Knowledge - Familiarity with public contracting laws, government codes, and procurement regulations (e.g., California Public Contract Code).
Risk Management Awareness - Understanding of contractual risk allocation, insurance requirements, indemnity provisions, and performance guarantees.
Attention to Detail - Strong ability to monitor and track multiple contracts, deadlines, and documentation with precision, in coordination with EBMUD project managers.
Project Coordination - Ability to facilitate interdepartmental collaboration and coordinate contract approvals across Legal, Risk, Engineering and Construction, and Operations and Maintenance teams at EBMUD.
Process Improvement - Experience in evaluating and streamlining contracting and administrative processes.
Written Communication - Proficiency in writing clear, concise staff reports, Board memos, RFPs, and contract language.
Verbal Communication- Ability to explain complex contractual terms and procedures to stakeholders at all levels, including management, vendors, and project managers.
Team Collaboration - Work effectively with diverse teams, including legal counsel, procurement, technical staff, and external agencies.
Independent Judgment - Confidence in making informed decisions with minimal supervision.
Initiative and Resourcefulness - Proactive approach to problem-solving, anticipating issues, and proposing practical solutions.
Adaptability - Comfortable working in a dynamic environment with shifting priorities or regulatory requirements.
The salary range is $11,342 per month, increasing to $11,909, $12,504, and $13,129 after 6, 18, and 30 months, respectively.
Flexible/hybrid work from home schedule may be available for some positions in this job classification.
