Financial Management Lead-Support
Various Locations Position Summary: Applied Training Solutions, LLC is seeking a qualified Financial Management Lead-Support professional to provide leadership and coordination related to all financial support matters in the Emergency Operations Center (EOC). This position will play a key role in guiding financial processes, ensuring policy compliance, and supporting fiscal decision-making during emergency activations. Key Responsibilities:
- Provide leadership and coordination on all financial support matters within the EOC
- Advise leadership on financial issues, compliance, and reporting requirements
- Support the development and tracking of financial plans and incident budgets
- Analyze financial data and produce reports for internal and external stakeholders
- Ensure coordination with state and federal agencies on financial protocols
- Support procurement, budgeting, and cost tracking activities as needed
- Assist in the management of contracts and vendor financial documentation
- Lead or participate in financial briefings and planning meetings
- Ensure adherence to financial best practices, regulations, and policies
Basic Qualifications:
- College degree in economics, finance, or accounting, OR at least 3 years of relevant work experience may supplant the degree preference
- Data analysis skills and critical thinking skills
- Minimum of 3 years of work experience performing financial analysis, budget development/tracking, or accounting activities
- Knowledge of state and federal rules and regulations, including budget, accounting, and procurement practices
- Working knowledge of contract management principles and concepts
- Experience utilizing Salesforce-based programs and other software programs used by the Division
- Strong leadership and management skills
- Must be a U.S. citizen
Preferred Qualifications:
- Experience providing financial leadership in an ICS or EOC environment
- Familiarity with FEMA financial policies and procedures
- Experience leading finance teams during disaster or emergency response
- Advanced proficiency in financial software, databases, and reporting tools

- Travel Required: Yes - up to 100% while on assignment
Working Environment: The usual work environment is an office or EOC setting at a location determined by assignment. The role may involve occasional lifting of computers and equipment (generally not exceeding 50 lbs.), typically in connection with off-site transport. Travel regularly includes locations throughout the continental United States and its territories. Duties may involve extended work periods beyond 12 hours per day, work in outdoor/austere conditions, and prolonged driving to work sites.
