Position Summary

The Earned Value Management System (EVMS) Manager is responsible for developing, implementing, and maintaining Oceaneering's EVMS in accordance with EIA 748-D, or latest revision. This position works with the Project Management Office (PMO) and Division Controller to ensure programs are planned and executed in accordance with EVMS requirements, corporate systems are optimized to support these programs, and processes and procedures are adapted for use to ensure on time delivery within budget. This role involves supervising Earned Value (EV) Analysts and ensuring EVMS requirements are implemented through processes and procedures adapted for use by assigned programs, and that programs consider appropriate staffing to sufficiently support EVMS requirements. The EVMS Manager ensures a comprehensive training program is developed and implemented for Oceaneering programs, and that surveillances are conducted to ensure ongoing compliance with requirements.


Duties And Responsibilities
  • Lead development and management of Oceaneering's EVMS function/department in compliance with industry standards and contractual requirements.
  • Assist program managers with monitoring of project schedules, budgets, and performance metrics to track progress and identify variances; analyzing project data to evaluate cost performance, schedule adherence, and overall project health; preparing reports and dashboards for senior management to support decision-making.
  • Coordinate with project managers, finance teams, and stakeholders to ensure accurate data collection and reporting.
  • Identify process improvements to enhance data accuracy, reporting efficiency, and project control.
  • Ensure compliance with applicable policies, regulations, and standards such as ANSI EVMS, ISO, or DoD requirements.
  • Supervise staff. Supervisory responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; developing employees; rewarding employees and implementing corrective action; addressing concerns and resolving problems.
  • Provide EVMS advice and support to the OTECH Director of Business Execution, the PMO, Division Controller, and Portfolio and Program Managers.
  • Stay abreast of changes to the best practices established through the Federal Acquisition Regulation (FAR) and Defense Federal
  • Acquisition Regulation Supplement (DFARS) on Financial Management and Business Systems, as well as the National Defense
  • Industrial Association (NDIA)/Electronic Industries Alliance (EIA) standard EIA-748 on Earned Value Management Systems. Share pertinent updates with colleagues.
  • Ensure compliance with company policies and procedures
  • Responsible for training Analysts, Program Managers, Control Account Managers (CAMs) and project team members so they are well-versed on current best practices and requirements. Provide tailored training to other functional departments as requested.
  • Work with OTECH staff, including Finance, PMO, Business Development, Contracts, Subcontracts and Engineering to prepare proposals and bid packages.
  • Must be able to work independently and as an integral member of the OTECH management team, interacting daily with a variety of levels of staff both within the company and within customer organizations.
  • Proactively identify gaps in resources, tools, or processes to support OTECH's projected growth and develop internally or source the resources, tools, or processes.
  • Review program schedules to ensure best practices as prescribed by industry are implemented, including Schedule Performance,
  • Health Metrics and Analysis; Critical Path Analysis; Risk Management and Schedule Risk Assessment (SRA).
  • Provide Program Startup and business process implementation guidance, expertise and leadership (in collaboration with Business and Program Management) through active participation in team training, program baseline development and Integrated Baseline Review (IBR) preparation and execution.
  • Support program Business Management with the development and implementation of the program business rhythm and processes to include integrated program reporting and variance analysis for explaining and interpreting impact of results against program baseline plans/forecast and facilitate the tracking and implementation of corrective/preventative actions.
  • Conduct and support internal EVMS Surveillance Reviews (ISR), and/or or Internal Corporate Audits (IA) to ensure compliance to the 32 guidelines.
  • Support Program Teams in preparing for and participating in external Integrated Baseline Reviews and follow-up action item closure.
  • Possess a strong work ethic and ability to prioritize multiple tasks is essential.
  • Program-related travel may be required, as well as overtime work.

Qualifications

ESSENTIAL:

  • Bachelor's Degree from an accredited college/university in field.
  • 15+ years of progressively responsible business experience.
  • Proven experience managing or implementing EVMS in complex projects, preferably in government, defense, or large corporate environments.
  • Strong understanding of project management principles, cost estimating, scheduling, performance analysis, and risk management.
  • Experience with EVMS software tools and process in an EIA-748 compliant environment.
  • Experience with Deltek Cobra, Deltek CostPoint, MS Project or Oracle Primavera.
  • Proven experience as a supervisor or team lead.
  • Strong service-oriented approach to internal and external customers.
  • Professional competencies of a seasoned leader including ability to influence and contribute strategically, critical thinking skills, clear and concise communication, exercise of diplomacy, sound judgement, creative thinking and a solution-oriented mindset, analytical skills, prioritization, efficient time management and use of discretion.
  • Ability to interpret complex data and present clear, concise reports.
  • Certification such as EVMS Practitioner, PMP, or comparable certified management professional. Possess and Maintain and Active TS/SCI clearance with CI polygraph. Or ability to obtain this Clearance.

DESIRED:

  • Masters in Business Administration (MBA) or applicable advanced degree desirable.
  • Knowledge of project control best practices and regulatory requirements. Demonstrated small team leadership and management expertise.
  • Experience working with government contracts and compliance standards.
  • Demonstrated ability to excel at cross-functional collaboration and thrive in dynamic environments where accuracy and compliance are critical to success.

Additional Information

This position is Hybrid - Remote and will require commuting to a designated office. Hybrid work schedules are determined by the hiring manager based on business need.

Annualized pay rate for this position: $153000 - $207000.
