Position Summary: GoldenWolf is seeking a Lease Program Support Specialist to support planning, coordination, and oversight of Defense Health Agency (DHA) clinical lease activities. This role provides subject matter expertise in leasing and real property to help DHA manage its clinical lease portfolio efficiently and effectively. Essential Functions: 01) Meetings & Coordination
- Attend planning and strategy meetings, Program Management Office (PMO) meetings, design/construction sessions, working sessions, and coordination meetings with requirement POCs and leasing agents.
02) Documentation & Recordkeeping
- Oversee the preparation, execution, and storage of lease agreements, directives, presentations, and supporting documentation.
- Maintain a centralized database of all DHA clinical leases, tracking terms, expiration dates, points of contact (MTF, clinic, agent), rentable square feet (RSF), ABOA square feet, and time to lease expiration.
- Keep detailed records of every leasing transaction and communication.
03) Lease Renewal & Market Analysis
- Prepare lease renewal packages six months before expiration, including: Market research and rent analysis; Drafting SF-81, DD 1450-1, and DD 1450-2 forms; Agency-specific requirements and Program of Requirements; Cover letters, memoranda, and executive briefs
- Provide lease abstracting and occupancy agreement review, draft cost estimates, and support the QPP decision-making process.
- Analyze agency functions to recommend changes, ensuring the government receives full contractual benefits.
- Apply analytical methods to review leases and guarantee reports for compliance with guidelines and financial objectives.
04) Financial Coordination & Reporting
- Coordinate with finance departments to ensure accurate billing and collection of lease-related payments.
- Assist with budget preparation and financial reporting for the clinical lease portfolio.
- Produce quarterly reports on portfolio health, highlight upcoming milestones, and recommend cost-saving actions.
05) Policy, Stakeholder Engagement & Issue Resolution
- Draft policy recommendations for government entities involved in clinical leasing.
- Collaborate with government leadership and key stakeholders throughout lease transactions.
- Investigate complaints by interpreting lease provisions, determining party responsibilities, and proposing resolution paths.
- Conduct occasional site visits to assess leased facilities and current issues.
06) Leadership & Organizational Management
- Manage and direct cross-functional teams-covering management, organizational, and business process improvement-to execute business plans and projects.
- Define project needs, investigate and resolve problems, interface with internal and external personnel, prepare capital and operating requests, and oversee staff performance.

Requirements
Required Qualifications:
- Must be able to obtain a CAC
- In-depth knowledge of federal leasing regulations, real property management principles, and standard forms (e.g., SF-81, DD 1450-1/2)
- Strong analytical abilities to evaluate lease performance, compliance, and financial objectives
- Expertise in federal budgeting processes, financial reporting, and lease-related billing/collection coordination
- Exceptional written and verbal communication for drafting directives, memoranda, cover letters, and executive briefs
- Proven stakeholder management and negotiation skills with government leaders, leasing agents, and requirement POCs
- Meticulous organizational and recordkeeping practices to maintain lease databases and supporting documentation
- Project and program management proficiency to plan, coordinate, and oversee meetings, site visits, and cross-functional teams
- Software proficiency in MS Office Suite, Microsoft Excel, PowerPoint, Word, etc.
Education:
- Must have a minimum of five (5) years of experience in administrative or program manager support with a bachelor's degree; or,
- A minimum of three (3) years of experience with a master's degree; or,
- A minimum of eight (8) years of experience with no degree.
Salary Description
$55,000.00 - $85,000.00
