Great Hill Solutions is seeking a Program / Project Scheduler to support project management efforts for a large Department of Defense (DoD) agency in the National Capital Region. This position supports the IT portfolio team and will develop and maintain one or more program or project Integrated Master Schedules (IMS) while overseeing IMS reporting requirements. The candidate will also work with the program management teams on other deliverables as requested by the client.

The candidate must have 6+ years managing system modernization projects involving multiple aspects of program/project management. In addition, the candidate will have the technical knowledge needed to provide oversight and guidance to the project teams that are internal and external to the agency. A prior history managing projects involving at least two of the following technical areas is required: 1) legacy mainframe modernization and application consolidation/rationalization; 2) data, business process, and compliance management; and 3) DoD adaptive acquisition framework.

The candidate must have an "ownership" mindset and be proactive in completing tasks to support the teams. The program and project teams are dynamic and staffed by a variety of civilians and contractor resources from different companies, therefore, the candidate must be a strong communicator to effectively manage team dynamics and lead in a matrixed team environment.

Roles and Responsibilities include, but are not limited to:



  • Build, maintain, and review integrated master schedules for programs in a DoD agency.
  • Identify and track activities, tasks, milestones, and estimates of completion.
  • Lead teams in best practice for development and tracking of measurable Objectives and Key Results (OKRs), used as the basis for some project schedules.
  • Deconflict schedules when needed.
  • Brief IMS or roadmap status to program managers and other executives.
  • Identify and track all items that require governance oversight, whether a decision or action.
  • Present recommendations to the team informed by technical and schedule status, programmatic and budget constraints, and client requirements.
  • Develop guidance and provide oversight and detailed feedback to teams as they plan and execute their projects from requirements analysis through development, test, and deployment following best management practices for agile, waterfall, and hybrid projects.
  • Lead teams in best practice for risk management.
  • Perform overall program performance analysis, status reporting, and risk identification and mitigation.
  • Coordinate activities between various entities within the Departments' IT organization and business owners while managing stakeholders impacted by the project.
  • Assist with development and maintenance of program deliverables such as program management plans, budgets and cost estimates, acquisition strategies, governance and configuration management plans, training plans, and roadmaps.
  • Develop briefings, meeting documentation, status reports, program document library, and other applicable program documentation.


Basic Qualifications:



  • Must have active SECRET clearance (an Interim Secret is acceptable).
  • Must have a bachelor's degree from an accredited university or college.
  • 6+ years of professional experience, including experience managing IT projects/initiatives in a DoD environment, with cost/schedule/performance responsibility.
  • Must have one of the following certifications:
    Project Management Professional (PMP), Project Management Institute - Scheduling Professional (PMI-SP), Certified Associate in Project Management (CAPM), Project Management Institute - Agile Certified Practitioner (PMI-ACP), Professional in Business Analysis (PMI-PBA), Program Management Professional (PgMP), Portfolio Management Professional (PfMP)
  • Must have commercial training and/or demonstrated experience with a scheduling tool, such as Microsoft Project and/or ServiceNow Strategic Portfolio Management Module.
  • Must have strong communication skills and the ability to brief various levels of executives.
  • Must have the ability to understand the intersection of business context and IT activities in order to communicate with multiple groups of stakeholders, from business owners to technical teams (developers, etc.).
  • Must have excellent writing skills for communication via emails, Teams chats, talking points, and memorandums. Writing samples may be requested.
  • Must have the ability to work independently in Microsoft Office, specifically PowerPoint, Word, Excel, and Teams. In addition to the ability to generate polished Roadmap graphics in PowerPoint, when needed. Samples may be requested.


Desired Skills:



  • Experience with earned value metrics (EVM).
  • Experience with agile methodology.
  • Experience with systems engineering.
  • Experience in acquisitions and finance associated with large DoD programs, to include framework and deliverables associated with: Business Capability Acquisition Cycle (BCAC), Software Acquisition Pathway (SWP), and methods for developing Independent Government Cost Estimates (IGCEs).
  • Some knowledge of or background in foreign military sales is helpful.
