Overview:

We are seeking a Payroll Specialist who will focus on payroll department activities. This position resides in the Payroll Group of Payroll and Payment Services Section in the Accounting Operations Division of the Business Services Directorate, atOak Ridge National Laboratory(ORNL).

The Payroll Specialist is responsible for timely and accurate delivery of all payroll processing. This position provides accounting and project management support to both Human Resources and Finance. Independent thinking, including an attitude of anticipating, identifying, and resolving problems is necessary.

This position exercises discretion and independent judgment in all facets of a Payroll Specialist. The position carries out all payroll activities and directly commits UT-Battelle, and ultimately DOE, to matters of significant financial impact.

Major Duties/Responsibilities:

Payroll Processing:

  • Process weekly and monthly payroll runs, ensuring proper documentation is created and maintained.
  • Enter and/or audit various payroll payments and deductions.
  • Handle processing of hourly temporary reclassifications prior to payroll runs.
  • Create and distribute a variety of payroll reports.

Relocation, Garnishment, and Compliance:

  • Enter and/or audit relocation payments.
  • Process all child support orders and garnishments in line with legal and regulatory requirements.

Collaboration and Financial Adjustments:

  • Collaborate with the Financial Analyst to coordinate and backdate debit/credit organizational burdens for new hires.

Benefits Coordination:

  • Collaborate with the Benefits team to manage pre-tax and post-tax benefit adjustments, as well as Health Savings Account (HSA) adjustments.
  • Work with vendors to process bargaining unit GAP insurance deductions.

Interdepartmental & Vendor Interactions:

  • Communicate with multiple departments across various communication platforms.
  • Interface with HR and Benefits staff to address and resolve payroll-related issues, providing guidance on payroll processes and procedures as needed.

Compliance & Regulation:

  • Interpret and apply Fair Labor Standards Act (FLSA) rules and regulations for matters such as overtime pay, Family and Medical Leave Act (FMLA), disability benefits, and death benefits.

Systems Management & Testing:

  • Interact with ORNL's enterprise resource planning (ERP) system, SAP, performing system testing for upgrades and ensuring functionality as needed.

Policy & Procedure Development:

  • Create, update, and refine internal operating procedures within the assigned subject area to meet evolving organizational needs.

Audit Support:

  • Collaborate with internal and external audit staff as directed by management to support audits and ensure compliance.

Basic Qualifications:

  • HS diploma with a minimum of 5-7 years' of relevant experience in payroll or other business field.

Preferred Qualifications:

  • FPC is preferred.
  • Experience in payroll processing or payroll operations is preferred.
  • Comprehensive knowledge of state and federal labor laws is desired, including experience with state and federal tax regulations applicable to payroll.
  • Excellent written and oral communication skills.
  • Self-motivated and have ability to research information and perform independent problem solving and analysis to arrive at valid conclusions and recommendations.
  • Strong organizational skills, an ability to adapt to frequently changing requirements, and the ability to evaluate and prioritize assignments effectively to meet multiple deadlines.
  • Requires high level of accuracy and attention to detail.
  • Candidate must have excellent interpersonal skills and the ability to deal effectively with customers at all levels.
  • Requires absolute integrity and discretion in handling sensitive and privileged information.
  • Requires the ability to utilize Microsoft Office applications.

Security, Credentialing, and Eligibility Requirements:

For employment at Oak Ridge National Laboratory (ORNL), a Real ID compliant form of identification will be required. Additionally, ORNL is subject to Department of Energy (DOE) access restrictions. All employees must also be able to obtain and maintain a federal Personal Identity Verification (PIV) card as mandated by Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which requires a favorable post-employment background investigation.

To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

For foreign national candidates:

If you have not resided in the U.S. for three consecutive years, you are not eligible for the PIV credential and instead will need to obtain a favorable Local Site Specific Only (LSSO) risk determination to maintain employment. Once you meet the three-year residency requirement, you will be required to obtain a PIV credential to maintain employment.

Hybrid Eligibility:

Thisposition is located in Oak Ridge, Tennessee and requires onsite presence. We offer a flexible work environment that supports both the organization and the employee. A hybrid/onsite working arrangement may be available with this position, which provides flexibility to work periodically from your home, while reporting onsite to the Oak Ridge, Tennessee location on a weekly and regular basis.
