Job Summary

The Fire Marshal's Office is seeking an experienced Plans Review Manager to lead our fire and life safety review operations. This role offers the opportunity to make a direct impact on the safety and development of our community while supporting a team of dedicated professionals.

Key Responsibilities:
* Ensure compliance with the Virginia Uniform Statewide Building Code (USBC), Virginia Statewide Fire Prevention Code (SFPC), and other applicable state and local codes and ordinances. Provide expert advice and consultation to design professionals and owners on how to efficiently complete construction/development projects while adhering to the regulations.
* As a working manager, routinely performs fire protection systems plan reviews, and site plan reviews.
* Manage fire and life safety activities, including overseeing and directing fire inspections, surveys, lock box surveys, street address research, and mapping.
* Supervise and manage staff performance in accordance with County and Human Resources policies. Provide regular feedback, complete performance appraisals, ensure adherence to policies and procedures, and ensure staff training and certification remain current. Address staffing, workload, or performance issues.
* Provide building, land development, and fire code information to customers regarding codes, zoning, application processes, and necessary documentation.
* Assist with code interpretations by supporting the County's Certified Building Official, Fire Official, plan reviewers, and inspectors in interpreting and applying building and fire codes.
* Respond to citizen complaints and field errors by recommending solutions and reviewing/approving field changes to resolve issues.
* Resolve customer service issues by assisting the public with the review of approved plans and addressing inquiries related to building, fire, and land development codes.

The successful applicant will demonstrate the following:

* Knowledge of Federal, state and local laws as they relate to the enforcement of the Virginia Uniform Statewide Building Code, Virginia Statewide Fire Prevention Code, related fire standards, and other relevant codes and regulations.
* Knowledge of construction trade practices, building construction practices, land development and erosion and sediment control, materials, and methods.
* Knowledge of stages of construction when possible violations and defects may be easily observed and corrected.
* Knowledge of theory, principles, practices, and techniques related to general fire prevention, fire suppression, and plans review, as outlined in NFPA 1031.
* Skill in organizing and prioritizing tasks and assignments.
* Skill in communicating ideas clearly, concisely, and effectively both verbally and in writing.
* Skill in exercising diplomacy and tact when enforcing codes and ordinances.
* Ability to work independently or as a member of a team during plan reviews and inspections.
* Ability to read and interpret complex blueprints and construction documents quickly and accurately.
* Ability to establish and maintain effective working relationships with County and federal and state officials, employees, and the public.
* Ability to make presentations.
* Ability to conduct visual and physical inspections.
* Ability to detect poor workmanship, inferior materials and equipment, hazards of fire, collapse, electrical shock and health.

Hiring salary will be commensurate with experience.


Minimum Qualifications

Bachelor's Degree in Construction, Fire Prevention, Engineering, Land Development, or a related field and three (3) years of relevant experience in fire prevention, plan review, inspection, or a construction-related field is required or equivalent combinations of education and experience.

Preferred Qualifications:
Certifications in fire plans review, building inspection, or fire prevention (NFPA 1031 or equivalent). Previous supervisory experience in a code enforcement or construction review environment.


Job Contingencies and Special Requirements

Pass background checks to include criminal, fingerprinting and DMV checks. Valid driver's license and good driving record (driving records may be reviewed annually for continued qualification). Obtain state certifications in assigned area within the timeframe stated on state guidelines from the date of hire and as required by assigned department.
