Step Range $132,532 $232,395 Full-Time Benefits Professional Management Position located in Klamath Falls Position Objectives The Chief Executive Officer (CEO) manages and oversees the Tribes efforts to plan, coordinate, and provide health services that protect and promote and support the Klamath Tribes mission of raising the health status and maintaining the highest level of care for American Indian/Alaska Native (AI/AN) patients to the highest possible level. The CEO serves the Klamath Tribes as an expert administrator with a proven background of administrative competence on Tribal health administration, budget oversight, programmatic rulemaking, health care compliance, and policy development matters. The CEO serves as the lead health strategist for the Klamath Tribes in advocating and promoting health and well-being of patients at all levels. The CEO participates in formal and informal health-related gatherings with Tribal, State, and Federal level representatives regarding matters that pertain to the Tribes health care service delivery system. The Klamath Tribes operate health care services under a Public Law 93-638 contract with the Indian Health Service. Klamath Tribal Health & Family Services is a department of The Klamath Tribes and is responsible for offering comprehensive, on-site medical, dental, behavioral health, pharmacy and purchased/referred care (off-site) services to eligible beneficiaries in a primary care setting.The CEO supports the Klamath Tribes appointed officers when requested on matters related to Sovereign Indian health care including treaty rights, funding, Indian health care policy, consultations and assisting with the Klamath Tribes 638 Contract negotiations, and Section 105 (l) lease agreements. The CEO oversees the management of an annual budget and a complex workforce of roughly 200+ dedicated employees in any given year. The breadth of responsibilities includes direct service healthcare delivery, health programs and health administration.The Klamath Executive Packages governing body (the Klamath Tribal Council) shall select and appoint a Chief Executive Officer (CEO) who will manage, direct, and monitor health center operations and patient care functions, in compliance with Tribal, Federal, and other applicable requirements. The CEO will provide strategic leadership and will translate Tribal Council policy into action, all in accordance with the mission, vision, and values of the organization. The breadth of responsibilities includes overseeing the following: 1. Klamath Tribal Wellness Center, Chiloquin, OR (Includes, Medical, Dental, and Pharmacy)2. Klamath Tribes Healing Place Clinic, Klamath Falls, OR (Includes, Medical, Dental, and Pharmacy) 3. Youth & Family Guidance Center (YFGC) Behavioral Health Dept., Klamath Falls, OR4. YFGC Engagement Center, Klamath Falls, OR5. Transitional Emergency Shelter (TES), Klamath Falls, OR6. Health Education Center, Chiloquin, OR 7. Behavioral Health Satellite Offices, Chiloquin, OR8. Health Administration, Klamath Falls, OR ESSENTIAL JOB DUTIES AND RESPONSIBILITIES include the following, and other related duties as assigned. Provide high-level administrative oversight of the Klamath Tribes health care programs pertaining to policy, regulations, budgeting, compliance, complaints, contracts, system improvements, service planning and programmatic development for all KTHFS programs.Plans, organizes, and directs the administrative provision of KTHFS Services for all areas of the Klamath Tribes health care system, including the ambulatory outpatient primary care, behavioral health, substance use treatment, community health and the healthcare compliance program. Implements and enforces all Tribal statutes, applicable Federal policies, and State administrative rules, as well as clinical licensing and accreditations that support the integrity of health care provisions such as regulations to support Medicaid, Medicare, health plans, billing processes and procedures, and the highest level of patient care while ensuring the protection of tribal patient rights.KNOWLEDGE, SKILLS, ABILITIES Knowledge of Health and Human Services administrative system practices, principles, and procedures. KTHFS/Tribal delivery systems and requirements. Thorough knowledge of modern principles and practices of management and supervision. Knowledge of tribal and public contract funding procedures and practices, contract negotiation, and working knowledge of general contract compliance rules regarding funds allocation and reporting. QUALIFICATIONS, EXPERIENCE, EDUCATION Minimum Qualifications: Failure to comply with minimum position requirements may result in termination of employment.REQUIRED: Masters Degree in Health Care Administration (MHA), or Masters in Business Administration (MBA) in Health Care Management or Health Care Leadership, or Master of Science (MS)in Health Care Policy with demonstrated educational learning in health care administration, Masters in Public Administration (MPA), or Strategic Planning in Health Care, or related field; required (Must submit copy of diploma or transcripts with application.) REQUIRED: Five (5) years of executive, high-level professional executive administrative management experience as a Chief Executive Officer or similar role in the health and social care fields; required REQUIRED to possess and maintain a valid Oregon Drivers License, (out of state applicants must receive ODL within 90 days of hire), have good driving record and be insurable by the Klamath Tribal Health & Family Services vehicle insurance policy. |
