Job Description:

Naval Sea Systems Command (NAVSEA) Program Executive Office (PEO) Unmanned and Small Combatants (USC) (PEO-USC) Program Manager Ships 340 (PMS 340) Naval Special Warfare (NSW) manages Department of Defense (DoD) acquisition programs for Naval Special Warfare Command (WARCOM) and the United States Navy (USN). In this role, you will provide subject matter expertise and programmatic, technical, and administrative assistance (remote, and in person as necessary) within the PMS 340 portfolio of USN service common programs (small arms, remote weapons systems, visual augmentation systems, parachute and air delivery systems, combat dive systems, maritime unmanned systems), as well as other PMS 340 programs as needs arise. Tasks will be performed remotely with occasional in-person meetings at the Washington Navy Yard, D.C. and other locations as directed by the Program Managers Office (PMO).

Responsibilities include:

You will assist with liaison to Marine Corps Systems Command (MCSC), NAVSEA 00C (diving), USN EOD, and USN NSW in all areas, but specifically the combat diving portfolio across the Navy - Marine Corps team. You will also provide support for combat diving and maritime unmanned systems regarding guidance, management, and documentation development support to include, but not limited to:

  • The Senior Analyst serves as a technical subject matter expert (SME) and program analyst, and demonstrates a high level of technical and operational depth and possesses strong oral and written communication skills.
  • The Senior Analyst must be a competent user of standard Microsoft Office applications, as well as USG-supported web-based software applications and tools used to process, store and display information, and collaborate remotely.
  • The Senior Analyst must recommend solutions to complex problems comprised of multiple complicating factors, that may contradict norms, to achieve desired outcomes within established timeframes.
  • The Senior Analyst must exercise independence, responsibility, and keen judgment to plan, organize, and execute Task Lead priorities and work assignments. This includes exercising a high degree of initiative researching originating DoD doctrine and policy that inform fact-based task outcomes aligned with Navy required capabilities.
  • The Senior Analyst must collaborate and negotiate with other contractor, government civilian, and military stakeholders such as end users, project managers, analysts, logisticians, contracting specialists, and engineers, who may also be performing segments of the overall tasking.
  • Investigate fleet product quality and system reliability and serviceability concerns; assist with developing testing and engineering assessments, test rigging/set-up, test execution, and data collection; provide system familiarization and functional application expertise to PMS 340.
  • Analyze equipment malfunctions and assist with engineering investigations; support quality assurance inspections and design evaluations; draft equipment Safety Confirmations; participate in Safety Investigation Boards, as needed.
  • Develop and manage Technical Data Packages (TDP) as necessary; develop and maintain Technical Manuals (TM) and Maintenance Plans (MPs); develop and maintain Life Cycle Support Plans (LCSP).

Here's what you need:

  • 7+ years of experience with US Navy /Marine Corps combat diver / supervisor / instructor
  • Hyperbaric Recompression Chamber Supervisor
  • Mk-25 Technician Qualified
  • Bachelor's degree
  • DAWIA Program Management Certification, Project Management Professional (PMP) certification, Naval Postgraduate School certification in Acquisition, Lean Six Sigma certification
  • Operational Test and Evaluation (OT&E) experience

Nature of Deliverables:

  • All deliverables shall comply with PMS 340 and PEO USC requirements.
  • PMS 340 shall have thirty days to review all deliverables from the contractor.
  • Incorporate all comments and resubmit deliverables for approval.
  • Deliver data, reports, and briefings to PMS340 as required.

Security Clearance:

  • Active Secret Clearance

Education:

  • BS/BA

Work Schedule:

  • Remote, willingness to provide support to temporary locations for specific projects.
  • Occasional in-person meetings at the Washington Navy Yard, D.C. and other locations as directed by the PMO.
