Job Description Summary

Enterprise Advisors (Advisors) is the mission-based consultancy of Enterprise, focused on delivering advisory services in partnership with Federal agencies, units of local government, public housing authorities, nonprofit organizations, philanthropy, and others. We work with partners to improve the capacity, outcomes and impacts of place-based community development and housing programs and organizations nationwide so that all people have a place to live, grow, and thrive. We seek to advance racial equity and dismantle the enduring legacy of systemic racism in housing and community development both through and within the work we do. Our team includes over 30 professionals from across the country and is growing!

Housing and community development ecosystems are dynamic, and subject to micro and macro market factors that reveal nuanced challenges. Our Housing Practice Area looks at the full continuum of housing needs - from public housing to market rate - to partner with local governments, housing authorities, and local partners to design strategies, policies and financing mechanism that help cities and counties tackle their most pressing housing needs. Our Housing Practice Area has worked with hundreds of housing authorities to advance rental assistance, RAD conversions, and Choice Neighborhoods, and has supported dozens of cities and counties to develop and implement comprehensive housing strategies and solutions. As more community leaders across the country are working to understand their current housing conditions and plan for a more equitable and inclusive future, our Housing Practice Area is growing to meet the increasing demand for advisory services for the full continuum of housing needs.

Job Description

We are seeking a dynamic program manager to join our Housing Practice Area. The ideal candidate for this role will be a creative problem solver, committed to continuous growth, value a diversity of perspectives/experiences, and adaptable. This program manager will report to a director within the Housing Practice Area.

This program manager can expect to work on a range of projects, including (but not limited to):

  • Affordable housing and comprehensive housing strategies

  • Policy and program design engagements

  • Technical assistance/capacity building initiatives for community development organizations and or local jurisdictions.

As we work on multiple engagements at the same time, this program manager should expect to take on these types of roles/responsibilities as a member of project teams (70% of time):

Serve as lead researcher:

  • Analysis of large data sets for community profiles/housing needs assessments (i.e., demographic & market analyses and projections, housing inventories)

  • Increase/maintain the accuracy and efficiency of the team's data analysis work through data cleaning, code development, quality assurance, and process/methods documentation

  • Prepare for and support interviews; synthesize findings

  • Research housing policies, tools and programs

  • Prepare detailed analysis of existing housing policies, tools and programs

  • Create case studies detailing best practices

Provide project management leadership/support, including subcontractor management

Serve in a support role in the creation of deliverables including housing plans, issue specific studies, policy briefing documents, trainings, interactive dashboards, and engagement materials

Create and deliver presentations to clients and key stakeholders (i.e., elected officials, residents, community partners)

Support client & stakeholder meetings (facilitation, coordination, recordkeeping, etc.)

Support with the design/implementation of inclusive community and stakeholder engagement strategies

Outside of project engagements, this program manager should expect to:

  • Intentionally invest in professional development

  • Actively participate in regular virtual internal meetings and in-person retreats to build relationships with colleagues across practice areas and the division

  • Support business development efforts

  • Help inform the development of internal processes and systems

This program manager will also have opportunities to participate in Enterprise-wide networks, employee resource groups, and the Advisors' Fun Committee.

The program manager is responsible for supporting the following outcomes:

  • Advancement of place-based housing solutions that achieve tangible results

  • Increased capacity of public, nonprofit, and private partners

  • Fostering broader exposure to housing and community development solutions (best and emerging practices)

Requirements:

  • Four (4) years of direct experience conducting data analysis and policy research relating to housing

Education:

  • A bachelor's degree in a relevant field (e.g., urban planning, geography, public policy, economics)

  • Master degree preferred

Skills:

  • Analysis of datasets commonly used in housing, demographics, and community development research

  • Demonstrated experience with extracting and analyzing data from common housing and demographic data sources such as the Census Bureau (e.g., ACS and PUMS), HUD (e.g., Picture of Subsidized Households, CHAS, LIHTC database), the National Housing Preservation Database, the FFIEC Home Mortgage Disclosure Act (HMDA), and other sources used in the field

  • Experience in visually representing quantitative information through maps, charts, graphics, etc.

  • Qualitative research & analysis (i.e., conducting interviews and focus groups)

  • Policy research & analysis

  • Demonstrated proficiency with one or more geographic information systems (e.g., ArcGIS Pro/ArcGIS Online, QGIS)

  • Expertise with Microsoft Office software (especially Word, Excel, and PowerPoint)

  • Ability to communicate key research/analysis findings and limitations

  • Time & project management; ability to work on multiple projects simultaneously

  • Collaboration

Desired experiences/skills:

  • Experience working with/for or delivering advisory services to local governments

  • Direct tangible experience working with local governments and/or community partners on housing data, market studies, or comprehensive plans

  • Familiarity with asset-based community development

  • Development of interactive dashboards

  • Facilitation of dynamic and diverse coalitions or stakeholder groups

  • Able to communicate ideas through graphic/visual design

Other:

  • Ability to travel for client visits and internal meetings (average of 1-2 trips per quarter)

The base salary for this role is $75,000 to $95,000, depending on level of skills and experience.

The salary range for this position is represented by the low and high end of the range for the amount to be paid for the position. Salaries paid at Enterprise will vary based on factors that may include skills, education, location, experience, and performance. The salary range is just a part of the total rewards package provided to employees at Enterprise, and other rewards may include annual performance bonuses and generous paid leave programs.
