Located in the scenic Puget Sound area with nearby mountain ranges and Mount Rainier in the distance, Tacoma is surrounded by outdoor recreational opportunities such as hiking, boating and camping. Tacoma, Washington has been ranked as one of the most livable cities in the country, due to the increasing career opportunities, cultural diversity and community engagement, just to name a few.
Tacoma Community College (TCC) was built on the ancestral territory of Coast Salish peoples, specifically the Puyallup and Squaxin Island Tribes. The 1854 Medicine Creek Treaty forcibly removed them to Reservations to make way for colonizers; we recognize the privilege of utilizing this land has come at a great cost. We honor the resilience of the Puyallup and Squaxin Island people, who still live here, defend their rights, and contribute greatly to the well-being of our community. Our institution aims to increase partnerships and community ties with the local indigenous populations. Moreover, TCC stands in solidarity with Black Lives Matter and the Black community by further strengthening collaboration with the Black Student Union as well as community entities such as the Tacoma-Pierce County Black Collective, the Tacoma Urban League, and local black-owned businesses. Position Summary
Reporting to the Procurement & Supply Specialist 4, this position supports Tacoma Community College's Strategic Plan by providing rigorous stewardship of the College's material resources through high quality procurement & supply services, P2P operations, resource monitoring and control, and reporting, while supporting a diverse and dynamic community of internal customers and external constituents.
The Procurement & Supply Specialist 2 is responsible for managing day-to-day activities associated with procurement contracts, supplies, materials and equipment. The position is charged with ensuring all product and material purchases meet defined quality standards following college policies and procedures along with state and federal requirements and all applicable laws. This position works with complex college information systems, and serves as an expert in the integration and utilization of the procure-to-pay process.

Essential Functions
-
- Purchase goods and services using best practices and ensure competitive pricing on behalf of the College with proper authorizations, procedures, rules, regulations, RCW's and WAC's.
- Assist the departments with the competitive bid process as necessary and appropriate for cost saving opportunities.
- Assist departments with negotiating services, drafting and posting RFPs, reviewing contracts, and ensuring vendor performance.
- Receives and examines requisitioned items as needed. Approves requests and makes appropriate recommendations dependent on funds. Consults with Tacoma Community College budget manager as needed.
- Trains and supports faculty and staff in the procurement process for equipment, supplies and services ensuring they effectively use purchase requisitions, department order forms, p-cards and other methods to meet their department needs.
- Serves as a resource to departments by providing guidance and resolving issues related to contracts and purchasing procedures.
- Assist departments in selection of alternate products upon request.
- Ensures procurement services comply with Federal, State and local policies and regulations through interpretation and application.
- Conduct research for new sources of supply; locate and contact vendors and suppliers when appropriate.
- Support the administration, management, and reconciliation of all procurement card activities and procedures.
- Assist in coordinating the transfers of excess supplies, and equipment between departments, facilities and agencies.
- Prepare performance data and spending analytics for management.
- Reviews, trains and advises management, staff and faculty regarding p-card processes; adjusts purchasing limits as appropriate and reconciles accounts. Assist with monthly internal audit of p-card purchases.
- Processes, logs and prepares report relative to departmental procurement transactions.
- Process and receive invoices to pay purchase orders.
- Understand and recognize fixed assets and understand inventory control. Assist in capital asset management as needed.
- Have a basic understanding of receiving and serve as backup to the receiving department.
- Perform related duties as assigned.

Minimum Qualifications
Education to Experience Equivalences:
Associate's Degree = 2 years | Bachelor's Degree = 4 years | Master's Degree = 6 years
- Associate's Degree in Business Administration, etc. or related field from an accredited college or university.
- Two years of Purchasing Experience
- Experience following applicable fiscal guidelines, regulations, principles and standards when processing transactions
- Experience using spreadsheets, databases, word processing software
- Experience with electronic procurement management and payment systems
Preferred Qualifications:
- Bachelor's degree in Accounting, Business Administration or closely related field from an accredited college or university.
- Three years recent experience in procure-to-pay.
- Experience with Washington State Purchasing Regulations
- Experience following applicable fiscal guidelines, regulations, principles and standards.
- Experience using spreadsheet, database and word processing software.
- Experience working with electronic procurement management and payment systems.
Conditions of Employment
- Successful completion of a criminal history background check.
Duties of the position required experience:
- Must possess a knowledge and understanding of the principles of general public procurement practices.
- Experience with procurement interrelationships involving requestors, administrative functions, buying and receiving, disbursements, equipment management, surplus sales, and supplies.
