Unit Overview

The Application Delivery group (within the Campus Applications & Data Unit) leads the operations of campus software solutions that support the university's enterprise administrative, finance and student systems. The objective of the Application Delivery group is to bring value to campus by securely maintaining these critical systems and supporting a continuous cycle of improvement and feature enhancements in a suite of tightly integrated custom and purchased systems. To ensure the success of these mission-critical systems, Application Delivery is staffed with technical professionals who identify, design, create, test and implement new features, respond to campus needs, and keep all systems running optimally throughout the academic cycle and financial year. Application Delivery partners with areas across the university to ensure systems support efficient and effective operations, while introducing functionality to best support students, faculty, staff, alumni, and community members.

Position Summary

The IT Architect Level 5 (ITA5, Enterprise Systems Architecture Manager) is responsible for the conceptualization, planning, design, implementation, and secure maintenance of comprehensive and integrated IT solutions for campus enterprise systems. This role translates the strategic vision of executive leadership into a time-independent architectural framework that supports the phased adoption of evolving technologies and ensures seamless transitions.

Responsibilities

Operational Oversight & Team Leadership

  • Oversees budget planning, staffing, space, and resource allocation.
  • Manages hardware expenses, chargebacks, and infrastructure planning within budget constraints.
  • Selects, develops, supervises and evaluates team members, ensuring alignment with campus policies and performance standards.
  • Delegates tasks, monitors progress, and ensures timely delivery of objectives.
  • Manages initiatives and/or projects of moderate to high complexity and impact.

Enterprise Architecture Leadership

  • Leads the design and evolution of enterprise IT infrastructure, including the most complex systems, from conception through post-deployment.
  • Develops IT strategies and technology roadmaps aligned with institutional goals, working independently and in collaboration with direct reports and peers.
  • Serves as a senior advisor on major IT projects, setting technical direction, managing deliverables, and overseeing project scope and schedules.
  • Identifies, recommends and leads projects for systems improvements.
  • Leads the development and regular testing of enterprise disaster recovery and business continuity plans, providing direction to technical teams to ensure effective backup and recovery strategies are in place to mitigate data loss and service disruption risks.

Cross-Functional Collaboration & Influence

  • Balances long-term architectural vision with short-term technical decisions.
  • Understands and communicates the broader impact of architectural choices across systems and business processes.
  • Interacts closely with the Integration/Development, Tools & Release Management and Security team managers to ensure consistent technical solutions and operational workflows.

Standards, Compliance & Technical Oversight

  • Establishes architecture standards and ensures compliance through well-documented frameworks, data models, and system diagrams.
  • Leads architecture reviews for critical systems and provides expert guidance on technology selection and implementation.
  • Conducts feasibility analyses for current and future projects, including highly complex initiatives and system evaluations.
  • Strategic Consultation & Stakeholder Engagement
  • Acts as a campus-wide steward of IT architecture and a top consultant to leadership.
  • Guides large technical teams or leads architecture professionals in developing complex systems.
  • Partners with business analysts and UX designers to define technical strategies and realistic service proposals.
  • Prepares and presents project proposals to senior leadership and user departments.

Security Architecture & Risk Management

  • In close coordination with security roles/positions; establishes and maintains security systems, firewall standards, and compliance processes.
  • Leads infrastructure security initiatives, including auditing, patching, and emergency response, through subordinate staff.

Policy, Process & Organizational Development

  • Recommends and implements changes to policies and practices to improve efficiency, effectiveness and compliance requirements.
  • Focuses on continuous process improvement and operational excellence.

Professional Development & Other Duties

  • Engages in ongoing professional development.
  • Performs additional duties as assigned by leadership.

Required Qualifications

Technical Expertise

  • Expert knowledge of enterprise IT architecture, including software, database, middleware, infrastructure, and integration technologies.
  • Deep understanding of Oracle's PeopleSoft technologies (Finance & Student) and custom enterprise systems (e.g., iHub/API Central, CalCentral).
  • Skilled in using visual tools and methods to clearly map out how complex business operations and data systems work together.
  • Experience with large-scale system integration, including internally and externally developed solutions.
  • Knowledge of IT security architecture, including firewall standards, auditing, patching, and emergency response protocols.

Strategic & Architectural Thinking

  • Demonstrated ability to translate business needs and capabilities into long-term, scalable enterprise architecture solutions aligned with campus value delivery.
  • Skilled in conducting feasibility studies, buy-vs-build analysis, and technology procurement decisions.
  • Ability to balance short-term technical decisions with long-term architectural vision and institutional impact.

Leadership & Communication

  • Proven ability to lead and mentor technical teams, including performance management and professional development.
  • Demonstrated skill in collaborating with cross-functional teams and many stakeholders.
  • Effective communicator with the ability to convey complex technical concepts to both technical and non-technical audiences, including executive leadership.
  • Experience in preparing and presenting proposals, technical documentation, and strategic recommendations.

Security, Risk Management & Disaster Recovery

  • Expertise in managing secure infrastructure and application environments.
  • Ability to assess and mitigate risks related to system architecture and data integrity.
  • Experience working closely with information security teams to ensure compliance and resilience.
  • Strong understanding of data integrity, security, and compliance principles.

Education/Training

  • Advanced knowledge of data storage, processing, analysis, and visualization technologies in administrative or academic contexts.
  • Familiarity with web application frameworks, object-oriented programming, modern development stacks and cloud computing concepts.
  • Understanding of network protocols and their application in large-scale institutional environments.

Strategic & Architectural Thinking

  • Experience in evaluating and integrating emerging technologies to support strategic goals.
  • Experience managing complex hybrid infrastructure environments (on prem, cloud infrastructure as a service and/or software as a service) that integrate.

Security, Risk Management & Disaster Recovery

  • Proven experience in developing and implementing disaster recovery solutions.

The budgeted annual salary range that the University reasonably expects to pay for this position is $138,200.00 - $204,000.00.
