Overview:

Oak Ridge National Laboratory (ORNL) seeks an exceptional leader to serve as Director of the Office of Integrated Performance Management (OIPM). This pivotal role offers the opportunity to shape the strategic direction of a world-class national laboratory while driving excellence in performance management and institutional effectiveness.

As the OIPM Director, you'll champion ORNL's mission by orchestrating integrated performance systems that elevate the laboratory's impact on national priorities. You'll serve as a strategic partner to senior leadership, transforming how the laboratory measures success, manages risk, and delivers on its commitment to scientific excellence. Your leadership will span critical organizational functions including Independent Oversight, Performance Analysis and Quality, and Records, Documents, and Requirements Management-ensuring comprehensive excellence across all operational dimensions.

Major Duties/Responsibilities:

  • Partner with the Deputy for Operations to develop and integrate the mission support strategies that advance ORNL's scientific and operational excellence.
  • Execute laboratory-wide performance improvement initiatives that enhance our competitive edge.
  • Foster collaboration across the DOE laboratory complex, building relationships that amplify our collective impact.
  • In partnership with the Deputy for Operations, lead the development of the Performance Evaluation and Measurement Plan (PEMP), setting the standard for institutional accountability.
  • Develop the Annual ORNL Performance Summary showcasing ORNL's achievements.
  • Develop the ORNL Laboratory Plan and the Laboratory Agenda defining the strategic roadmap for the laboratory's future.
  • Lead the Contractor Assurance System for ORNL, ensuring the highest standards of safety, security and performance.
  • Champion enterprise risk including institutional performance management and enterprise risk management.
  • Support the governance process of the UT-Battelle Board of Governors through effective operations of the UT-Battelle Operations Committee.
  • Represent ORNL in high-level discussions with DOE-SC and peer laboratories on institutional performance matters.
  • Facilitate executive forums and strategic planning sessions that shape the laboratory's future.
  • Lead by example in upholding the highest standards of professional ethics and organizational values.

Basic Qualifications:

  • Bachelor's degree with 15+ years of leadership assessment, development planning, and coaching experience; OR Master's degree with 13+ years of relevant experience; OR Ph.D. with 7+ years of applicable experience.
  • 7+ years of people management experience.
  • Proven track record of inspiring teams, driving strategic change, and delivering results in complex, fast-paced environments.
  • Outstanding written and verbal communication skills with exceptional presentation abilities.
  • Demonstrated ability to synthesize complex information, develop innovative solutions, and execute strategic initiatives.

Preferred Qualifications:

  • Experience with managing, evaluating, and assessing science and technology programs and operational performance at Department of Energy laboratories is highly desirable.

Special Requirement:

This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
