THE POSITION

Would you like to assist Pennsylvania residents and entities with obtaining clean water? The Pennsylvania Infrastructure Investment Authority (PENNVEST) has a unique opportunity for two Applications Developer 2s. This position gives you the chance to develop web applications and database queries for PENNVEST Web Applications which assist Pennsylvania municipalities, authorities, businesses, and communities with applying for financial assistance for various types of drinking water, wastewater, stormwater, and non-point source projects. You will apply your experience with application development, database querying, and project management to ensure web applications meet ADA mandates and requirements. DESCRIPTION OF WORK

As an Applications Developer 2, you will be tasked with performing web application development and creating SQL queries for PENNVEST web applications. Work involves developing coding architecture for the design of applications, databases, and information systems, and gathering business requirements from business users to provide requirements documents. You will have the opportunity to provide technical support to internal and external users as well as conduct quality assurance and testing of web applications. Lastly, you will be responsible for performing project management, ensuring resources are assigned to tasks and following timelines for successful project completion.

Work Schedule and Additional Information:

  • Full-time employment
  • Some travel will be required to the headquarters location in Harrisburg, Pennsylvania.
  • Work hours are 7:30 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch. Work schedule may be negotiable.
  • Telework: You will have the opportunity to work from home (telework) full-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If there are times you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as an Applications Developer 1 or Computer Programmer 3 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Four years of information technology experience that includes two years of experience in applications development or applications maintenance; or
  • Two years of information technology experience in applications development or applications maintenance, and an associate's degree in any information technology field; or
  • A bachelor's degree in any information technology field.
  • Applicants will be considered to have met the educational requirements once they are within 3 months of graduating with a qualifying degree.

Additional Requirements:

  • You must be able to perform essential job functions.

Preferred Qualifications (not required):

  • Experience with MS SQL Server 2019 or later
  • Experience with JavaScript, jQuery, HTML, Razor, DOM (Document Object Model), and OWASP
  • Experience with the Kendo UI framework, version R3 or later
  • Experience with N-Tier application development using C# in the .NET Framework
  • Experience with User Interface (UI) or User Experience (UX)
