Pay Range

$390,690 - $497,988Annually for the TSM.3 Level

This is the lowest to highest salary in good faith we would pay for this role at the time of this posting. Pay will not be below any applicable local minimum wage. Job Description

We have an opening for the Superblock (SBK) Director, a senior leadership position responsible for strategic direction, institutional oversight, and technical management of LLNL's Hazard Category 2 and Hazard Category 3 nuclear facilities. You will oversee the establishment of organizational goals and ensure the long-term sustainability of operations. Your responsibilities include developing and implementing strategic initiatives, offering guidance, and supporting the growth of approximately 370 program staff. Additionally, you will prepare and manage comprehensive budgets, supervise financial accounts, monitor financial performance, and maintain fiscal responsibility for an annual budget exceeding$220 million. In this role, you will provide vision and leadership for high-hazard operations, ensure alignment with Laboratory and DOE/NNSA missions, and manage multidisciplinary teams to achieve programmatic objectives and regulatory compliance. This position is in the Strategic Deterrence Directorate.

This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options, may vary based on the needs of the team and the organization.

In this role, you will

  • Provide institutional-level strategic direction and executive oversight of high-hazard nuclear facilities operations, ensuring safe, secure, and compliant operations in accordance with DOE and NNSA directives. Direct and guide multidisciplinary teams to achieve Laboratory and national mission deliverables.
  • Lead the planning, integration and execution of all projects utilizing SBK resources, ensuring activities are conducted in compliance with NNSA management requirements, Laboratory priorities, and that planning methods align with NNSA Project Management Practices (PMP), rules of engagement, and governance requirements for internal stakeholders.
  • Champion operational excellence and best practices and initiatives in environment, safety health, security, work control, and business operations, including proactive issue resolution and continuous improvement initiatives.
  • Represent Strategic Deterrence on institutional and NNSA complex-wide policymaking bodies and tasks, negotiating strategic relationships and influencing policies aligned with DOE/NNSA mission at the national laboratory level.
  • Develop and implement staff development strategies, succession planning, and staffing approaches to meet programmatic demand and facility needs. Mentor and guide Technical Managers and multidisciplinary teams.
  • Develop and sustain collaborative relationships with internal and external stakeholders, including NNSA HQ, other national laboratories, Director's Office, Principal Directorates, and federal agencies. Ensure commitments are met with quality, timeliness and cost-effectiveness.
  • Oversee all SBK budget elements, including those from NA-191, NA-90, and other sources, ensuring fiscal responsibility, financial discipline, and engagement with federal financial planning activities such as Fiscal Year Nuclear Security Plan (FYNSP), PlanEx, CostEx, and Enhanced Management A & B.
  • Promote innovative concepts, process improvements, and institutional-level investments to advance Superblock capabilities and support Laboratory mission objectives.
  • Perform other duties as assigned.

Qualifications
  • Active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire.
  • Bachelor's degree in engineering, physical sciences, or related technical field, or the equivalent combination of education and related experience.
  • Demonstrated ability to build and maintain effective relationships with NNSA stakeholders and collaborate with cross-laboratory organizations to achieve shared objectives and advance program goals.
  • Extensive experience leading technical managers and multidisciplinary teams to achieve strategic and operational objectives in a high-hazard nuclear facility environment.
  • Demonstrated expertise in managing complex nuclear facility operations, including work planning, special nuclear material operations, glove box operations, and special nuclear materials technology development, characterization, manufacturing, and testing.
  • Advanced knowledge of managerial, financial, and organizational practices, including Earned Value Management and complex budgeting, with demonstrated capability of balancing technical and budgetary priorities.
  • Advanced problem-solving, analytical, technical, organizational, and management skills necessary to independently advise, recommend, and implement solutions at the executive level.
  • Exceptional communication skills, both written and verbal, necessary to influence all levels of management and negotiate on matters of institutional significance.
