DESCRIPTION OF WORK

In this role, you will be responsible for managing the complete software lifecycle, making critical decisions that balance organizational needs, compliance requirements, vendor capabilities, and budget constraints. Work involves evaluating procurement options in coordination with procurement offices and Commonwealth agencies to ensure licenses align with agency-specific requirements and statewide contracts. Decisions related to deployment, maintenance, and renewal prioritize data integrity and regulatory compliance, utilizing ServiceNow SACM/CMDB tools for accurate asset tracking and license management. Vendor performance and service-level agreements are continuously monitored to guide renewal and support decisions. Regular audits and software usage analysis drive risk mitigation and cost optimization strategies, such as identifying surplus licenses or negotiating volume discounts. Additionally, you will have the opportunity to collaborate with IT, legal, and governance teams in order to ensure software procurement and lifecycle management align with organizational goals while adhering to data security and privacy standards. These decisions are supported by detailed reporting, forecasting, and adherence to standardized processes to maintain transparency, efficiency, and compliance throughout the software management lifecycle.

- Full-time employment
- Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- Ten years of professional information technology experience; or
- Six years of professional information technology experience and a bachelor's degree; or
- An equivalent combination of experience and training.
Additional Requirements:
- You must have at least two years of hands-on experience with ServiceNow, specifically with Software Asset Management (SAM) and Configuration Management Database (CMDB) modules.
- You must have at least 2 years of experience developing KPIs or dashboards to monitor software compliance, cost savings, and lifecycle efficiency.
- You must be able to perform essential job functions.
Preferred Qualifications (not required):
- At least two years of experience in IT procurement or a related role
- Experience working in a government or public sector environment
- The following certifications:
- ServiceNow Certified System Administrator or Certified Application Specialist (SAM/CMDB)
- ITIL Foundation certification or higher
- Certified Software Asset Manager (CSAM) or equivalent
