Overview

Opportunity Summary:

General Dynamics, the world's foremost designer and builder of nuclear submarines, is seeking a Program Representative - IT Project Manager to join the organization within the Information Technology (EBIT) Department. As Electric Boat's work throughput increases, it becomes increasingly imperative that EBIT works on the right projects, at the right time, and according to schedule and budget, in order to support our growing business needs. In support of this goal, the EBIT department has established the EBIT Project Management Office (PMO) that is responsible for the management of projects across all of EBIT.

Responsibilities of the EBIT PMO team include:

    Project planning, which includes evaluating projects, categorizing projects, prioritizing projects, balancing the project portfolio, selecting the projects to fund, determine funding strategy, and authorizing selected projects.
  • Establishment and guidance for project management processes and best practices for EBIT.
  • Performance monitoring of all EBIT projects which involves regular project progress updates, as well as monitoring and analysis of project metrics.
  • Program management for major IT programs.
  • IT Project Portfolio Management.
  • Business Relationship Management.

Position Summary:

The EBIT PMO is looking for a highly motivated individual to join our team. The successful candidate must be able to work well in a team setting, effectively communicate, and be willing to drive project, program, and/or portfolio performance.

At a high level, the Program Representative -IT Project Manager position is responsible for:

  • Scope Definition: Works with the IT Project Team to determine the project's goals and deliverables, ensuring they meet stakeholder expectations.
  • Team Coordination: Serve as the communication hub between project team members (internal and external to EBIT) to ensure everyone is aligned.
  • Project/Program/Portfolio Planning: develop detailed project scopes, timelines, resource plans, and budgets within the IT project, program, or portfolio.
  • Reporting: Track key performance metrics and regularly report on project/program/portfolio status, risks, and milestones.
  • Project Technical Oversight: Work closely with IT technical staff to ensure technical feasibility and smooth integration of systems and/or applications. Candidate should have software development and/or IT hardware (networking, server, etc) technical knowledge and experience to manage software and hardware deployments. Candidate will work closely with EB Design & Engineering staff to support Teamcenter/NX software development projects. Candidate will need to have a technical background to provide oversight to EBIT staff and IT vendors performing software development (coding) and IT Infrastructure technical statements of work.
  • Collaboration with Technical/Engineering Teams: Liaison between technical stakeholders (for projects with technical customers) and IT technical staff to ensure both groups remain aligned throughout the project lifecycle.
  • Risk Assessment and Mitigation: Anticipate technical challenges (system failures, software budgets, etc.) and develop contingency plans.


Qualifications

Required:

  • Bachelor's of Science in a technical field, including Computer Science, IT, or Engineering.
  • Minimum 3 years experience in IT Project Management

Preferred:

  • Previous experience supporting EBIT engineering projects


Skills

  • Must have a technical background to communicate effectively with technical teams.
  • Must be able to troubleshoot technical issues while managing project constraints.
  • Must have strong communication skills in order to communicate between technical staff and non-technical stakeholders.
