Position Summary

The Waterfront Engineering Manager coordinates, directs and manages the day-to-day efforts and work of Waterfront Engineers to effectively support production work across all MSD product lines (Submarines and Deep Submergence). This position is responsible for Continuous Improvement of Waterfront Engineering processes throughout Oceaneering's Marine Services Division (MSD) in Chesapeake, VA. Travel to remote sites may be required, up to 10% of the year.


Duties And Responsibilities
  • Coordinates, directs and manages the day-to-day Waterfront efforts to effectively support Project Engineers, Planners, and Test engineering groups support of production work across all MSD product lines (Submarines and Deep Submergence Systems).
  • Manages the workload to coordinate resources for the Waterfront area to effectively meet safety, cost and schedule constraints.
  • Formulates, reviews and updates engineering methods and processes to increase safety, quality and production effectiveness.
  • Provides independent judgment in the resolution of problems that may not be readily apparent due to unforeseen circumstances, vague symptoms or incomplete facts/figures.
  • Leads and participates in across-the-division process improvement efforts and training for better effectiveness and efficiency of work efforts.
  • Takes broad independent action to ensure the Engineering Department achieves its objectives on strategic and operational matters affecting major functions. Such actions are made in concert with senior management peers across the Division so as to improve effectiveness of the entire organization.
  • Seeks counsel and guidance from the Senior Engineering Manager and all members of management on issues and policies that affect the entire Division.
  • Such issues may include project priorities, personnel requirements and control of overhead costs,financial policies as applied to the Engineering Department.
  • Promotes effective customer relations through frequent communication. Consults with customers to gain cooperation and acceptance of ideas and actions. Projects a positive image to employees, customers and similar industrial companies by ensuring a cost-efficient, quality product is produced in accordance with the customer's requirements.
  • Maintains a positive work environment through positive actions to affect morale, providing adequate opportunities for employee personal growth, and ensuring MSD meets applicable federal, state, local and company employment laws, regulations and policies.
  • Encourages an effective team environment both internally and with customers.
  • Mentors subordinates and peers by providing guidance, training and performance feedback/evaluations, and through personal example.
  • Responsible for maintaining and updating the applicable Process Instructions and software.
  • Manage departmental man hour allotments for all funded work. Notify applicable program manager prior to exceeding budgets.
  • Takes proper and judicious disciplinary measures when required. Consults with Human Resources for assistance with handling grievances and corrective actions.
  • Coordinates efforts with the Chief Engineer, Planning Manager, Design Engineering Manager, and Chief Test Director.
  • Other duties as assigned.

Qualifications
  • Bachelor of Science in an Engineering Discipline (Mechanical, Nuclear, or Structural preferred).
  • Minimum five (5) years in a leadership role associated with maintenance, modernization, repair and overhaul of naval vessels or in process development or controls for a manufacturing company.
  • Extensive technical knowledge and/or at-sea operational experience with submarine, deep submergence and/or surface naval vessel hull mechanical, electrical and/or combat systems.
  • Minimum five (5) years' experience in the development of Technical Work Documents in support of critical and complex maintenance and repairs on submarines, surface combatants, Deep Submergence systems and manufacturing.
  • Familiarity with various COTS (Commercial off the Shelf) software, such as MS Office as well as US Navy software (ATIS, SVTMs, PMS, SCLSIS, PC Bolts, etc.).
  • Must be a U.S. citizen who is not a dual citizen of any other country.
  • Ability to obtain and maintain a Secret security clearance.

KNOWLEDGE, SKILLS, ABILITIES, AND OTHER CHARACTERISTICS:

  • Ability to effectively communicate with all personnel, including those at a management level and both internal and external to the company.
  • Candidate will have to perform in an ISO-9000 rated company in a rapidly changing and demanding atmosphere.
  • Requires strong analytical skills for problem resolution and adhering to process requirements.
