Modern Technology Solutions, Inc. (MTSI) is seeking a Program Manager to provide program leadership and execution support for the Agile Government Reference Architecture (A-GRA) portfolio. This effort supports the Air Force in modernizing enterprise architecture frameworks, advancing agile delivery, and enabling integration across mission systems and digital engineering environments.
Responsibilities
  • As the A-GRA Program Manager, you will:
  • Lead planning, execution, and delivery of A-GRA initiatives supporting Air Force enterprise and mission systems.
  • Serve as the primary customer interface for the A-GRA portfolio, ensuring stakeholder alignment across government and industry teams.
  • Manage cost, schedule, risk, and performance across multiple agile workstreams.
  • Drive adoption of agile and digital engineering best practices within program execution.
  • Support architecture development, governance, and standards integration.
  • Prepare and deliver program documentation, reviews, and reporting for senior leaders.
  • Mentor and develop MTSI staff supporting A-GRA.
  • Contribute to growth opportunities by shaping follow-on work, proposals, and capture activities.
Qualifications
Required:
  • Active DoD Top Secret clearance (SCI/SAP preferred).
  • Bachelor's degree in Engineering, Computer Science, Business, or related field.
  • 8+ years of program management experience supporting DoD acquisition, enterprise architecture, or digital transformation programs.
  • Demonstrated ability to manage agile development programs (Scrum, SAFe, or similar).
  • Proven experience interfacing with senior government leaders and technical stakeholders.
  • Strong leadership, collaboration, and communication skills.
Desired:
  • Master's degree in Engineering, Business, or related discipline.
  • PMP, SAFe, or DAWIA Program Management certification.
  • Experience with Air Force enterprise IT, architecture frameworks, or model-based systems engineering (MBSE).
  • Familiarity with Agile Government Reference Architecture concepts and USAF/DoD digital engineering initiatives.
