We are seeking a highly skilled and detail-oriented SEWIP Program Analyst to support the Surface Electronic Warfare Improvement Program (SEWIP). - Leads efforts with key organization personnel to prepare, coordinate and staff Task Planning Sheets (TPS) for IWS2E/2D tasking including OPN, O&MN, RDT&E and SCN appropriations.? Coordinates with APMs, field activities, laboratories and contractors on tasks, sub-tasks, priorities and funding amounts. Analyzes TPS to ensure that Contractor Support Services, Withholds and taxes are properly accounted for in the TPS.? Conducts analysis to ensure that TPS are within program control.
- Prepares and maintains spend plans.
- Analyzes field activity and laboratory obligations and expenditures by appropriation and tasking.? Prepares the consolidated funding reports for each field activity and laboratory.
- Researches, organizes and analyzes financial, production and installation data to support the Department of the Navy (DON), Office of Secretary of Defense (OSD) and President's Budget (PB) submissions for OPN appropriation. With the Budget and Financial Manager (BFM), prepares the budget exhibits for review by the Installation Manager, PAPM and PEO-IWS2.0 leadership. Prepares supporting artifacts and adjudicates questions and issues identified by higher authority.
- Coordinates with the Installation APM and Business Operations Manager on changes to the SEWIP fielding plan.? Prepares and updates the smoothing file based on inputs from the BOM and Installation APM.? Conducts analysis of buying ahead of need in support of budgetary cycle.
- Conducts adhoc analysis of the DON, OSD and PB budgets, fielding plans and support objective quality evidence gets in response to PEO IWS and OPNAV data calls.
- Plans Ledger Reviews, Task Planning Execution Reviews, and Quarterly Performance Reviews so accurate assessments are made in support of funding execution.
- Reviews execution of financial ledgers. Interacts with field activities to ensure obligation benchmarks are met. Identifies surpluses that can be used to fund unfunded requirements.
- Develops objective quality evidence to support the OPN 2312 budget cycle pricing profiles, procurement profiles, and installation profiles for all exhibits.
Requirements
- Ability to communicate status and objectives in written and oral form to provide updates, defend recommendations and make persuasive arguments.
- Effective communication and presentation skills, proficiency in Microsoft Office products including Outlook, Word, Excel and Power Point, good customer interface skills and be a team player.
- Knowledge of the products and experience supporting IWS2E/D programs; knowledge of program office missions, policies, objectives and administrative processes.
- Knowledge of the budget development processes, and, budgetary and financial management principles and techniques as they relate to financial tracking and execution. Experience with the Department of Navy, Office of Secretary Department, and Presidential Budget budgetary cycles, policies and regulations concerning OMN, OPN and SCN funded programs.
- Knowledge of development, maintenance and analyzing of Task Planning Sheets using the Navy Enterprise Planning System
- Knowledge of the Navy Modernization Process Management and Operational Manual and the Naval Data Environment, and experience with EW Ship Modernization Planning and Support.
- Must be able to obtain a secret security clearance
Education:
- Bachelor's Degree or higher is preferred
- PMP is a plus
