Position Location:
This position is located in Los Alamos, New Mexico.

Position Summary:
N3B is seeking a professional, enthusiastic and energetic individual to fill the position of a Systems Application Analyst.
This individual will be in a critical position on this fast-paced and fun program working in a primarily Microsoft shop running 100% virtualized environment. The individual will be responsible for supporting the user community in use of the application; installing and testing new releases; collaborating with the development team, both local and remote on issues and potential solutions or workarounds. Application and application data support various custom and COTS applications. The onsite support must quickly become knowledgeable on system functionality and the domain-specific data.
This position reports to the N3B IT Director of IT, Applications.
Essential Duties/Responsibilities (may include, but are not limited to):
- Application Support. Provide application support for Deltek Costpoint, cobra, acumen, and Cognos. This includes assistance and expertise to integrate Deltek products with other tools used at N3B.
- Priority attention to Costpoint time & expense, Procurement, and asset management modules and workflows.
- Including creating and customizing workflows.
- Application Support duties. Provide support for the application support duties as defined in the subtasks below.
- Installation, update, patching Support.
- Implementation and workflow Support. Provide application support for implementation activities to include plan, perform and implement installations as well as upgrades and implement/sustain middleware application components.
- Testing Support. Provide application support for test activities to include unit/component testing, integration testing, system testing, and acceptance testing.
- Application Maintenance Support. Provide application support for maintenance activities to include improving performance with available tools, checking applications for problems and reviewing operations to ensure only valid processes are running, optimizing the functionality of application software, diagnosing and recovering failed applications and maintaining application integrity, performance and availability.
- Monitoring Support. Provide application support for monitoring activities to include monitoring performance and taking proactive measures to prevent service disruption.
- Cyber Security and vulnerability protection proactive support.
- Web Administration Support. (Mission Essential) Provide application support for web administration activities to include creating Internet Information Services (IIS) web sites and installing, configuring and managing web applications.
- Troubleshooting Support. Provide application support for troubleshooting activities to include identifying what the problem is, gathering more details, eliminating variables, reproducing the problem, development of hypothesis of root cause and attempting a fix based on findings
- Application Security Administration Support. (Mission Essential) Provide support for application security administration to include applying STIG applications, developing procedures for responding to new threats to systems to ensure confidentiality, integrity and availability, ensuring the rigorous application of information Security/information assurance policies, principles and practices in the delivery of application services, streamlining security using managed accounts and controlling access with permissions and roles
- This role needs to interpret and translate requirements from internal customers for further maturing the Costpoint product.
- Expertise in Primavera p6 configuration, patching, and support as well as general EVMS understanding highly desired.
- Designing, implementing, troubleshooting, and integrating N3B Business Systems including:
- Deltek Costpoint financial and project accounting system for project cost accounting and reporting, financial reporting, billing and procurement.
- Deltek's Timekeeping and Expenses for employee timekeeping
- ADP for Human Resources Information and payroll
- Deltek's Cobra for earned value management, change management, completion estimates, performance indices, project status, and variance analysis
- Oracle's Primavera P6 Project Management systems for planning, scheduling, resource allocation and management; and analyzing alternative project plans;
- COGNOS Business Intelligence System for scheduled and ad-hoc reporting, dashboards, scorecards, and analytics for project management.
- Testing Support. Provide application support for test activities to include unit/component testing, integration testing, system testing, and acceptance testing.
- Application Maintenance Support. Provide application support for maintenance activities to include

- Interface and solve issues with both vendors and customers
- Perform tier 3 troubleshooting and fixing before engaging vendor support.
- Provide, perform, and document all application test activities. These include unit/component testing, integration testing, system testing, and acceptance testing.

Minimum Qualifications (Knowledge, Skills, Abilities):
- Expert knowledge and ability to develop and apply highly advanced principles, concepts and techniques in environmental program and project management, performance measurement and technical communication

Education and Experience Required:
Level 3: Bachelors' degree in Information Systems, Computer Science, Management Information Systems, or a related discipline combined with at least 5 years of IT application administration (System administration, analyst, or software developer) experience is preferred. All qualified applicants will be considered; however, the successful candidate must be able to obtain and maintain a Q clearance from the United States Department of Energy. Preferred: Skilled working with T/SQL and .NET preferred. Knowledge of workflow, ERPs and general coding skills highly desired.
Level 4: Bachelors' degree in Information Systems, Computer Science, Management Information Systems, or a related discipline combined with at least 9 years of IT application administration (System administration, analyst, or software developer) experience is preferred. All qualified applicants will be considered; however, the successful candidate must be able to obtain and maintain a Q clearance from the United States Department of Energy. Education Equivalency: 2 years of relevant experience for 1 year of college. However, a combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position's duties and responsibilities of which can be adequately demonstrated is acceptable.

Working Conditions and Physical Requirements:
Physical requirements conducive to a normal office environment. Job performance requires adequate visual acuity and manual dexterity for meeting the requirements of the discipline. Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds.
