Role Snapshot

The Proposal Manager leads the development, coordination, and delivery of high-quality, competitive proposals that support our Federal Business Development (BD) strategy and the pursuit of federal healthcare contracts. The role partners closely with capture manager, subject matter experts, pricing, and operations teams to ensure a proposal is compliant with all RFP requirements and oversees proposal production and delivery activities. The Proposal Manager is a critical, foundational member on the strategy team and will lead and execute projects and proposals of varying size.

Salary Range

$110,000 - $130,000

The base pay offered for this position may vary within the posted range based on your job-related knowledge, skills, and experience.

In this role you will:



  • Lead and manage proposal development efforts, coordinating volume leads, technical writers, graphic artists, and production support staff.
  • Develop and execute proposal schedules, outlines, and compliance matrices to ensure timely, compliant submissions.
  • Analyze RFPs to identify requirements including deliverable and evaluation criteria, ensuring complete compliance throughout the proposal process.
  • Collaborate with the capture team to understand the win strategy and ensure RFP responses effectively communicate business perspectives, key messages, value propositions, and competitive differentiators.
  • Develop persuasive and compliant proposal content for federal, state, and commercial customers ensuring adherence to all proposal requirements, templates, and branding guidelines.
  • Support pricing and cost volume teams by ensuring integration of technical and cost strategies.
  • Partner with internal stakeholders throughout the business development lifecycle-from opportunity identification and capture through proposal submission.
  • Track and report proposal metrics, win/loss outcomes, and lessons learned to inform future pursuits.
  • Maintain proposal templates, boilerplate materials, and a centralized content library to improve efficiency and consistency.

Minimum Qualifications



  • Bachelor's degree in Business, Communications, English, Healthcare Administration, or related field or equivalent combination of education and related work experience.
  • 7 or more years of experience in proposal management, development or related business development support roles
  • 3 or more years supporting federal contracting
  • Deep understanding of the federal procurement lifecycle and proposal compliance standards.
  • Excellent problem-solving and critical-thinking skills; able to use data and logic to develop creative, effective solutions.
  • Strong attention to detail, curiosity, and ability to manage multiple priorities in a deadline-driven environment.
  • Exceptional verbal, written, and presentation communication skills, with the ability to tailor messaging for different audiences.
  • Solid understanding of healthcare, insurance, or technology industries and their related proposal or contracting environments.
  • Extensive knowledge of proposal best practices and tools, including Shipley or similar methodologies.
