The Immigration & Mobility HR Specialist serves as a subject matter expert on U.S. immigration programs and international mobility policies. This role is the primary point of contact for foreign nationals, HRBPs, and hiring managers, ensuring compliance with Department of Homeland Security (DHS) guidelines and ASML's internal processes. The specialist will lead initiatives related to immigration case management and green card sponsorship, while also supporting strategic workforce planning and employee experience.

This position can be based at our San Diego, CA or Wilton, CT locations.

Role and responsibilities
  • Immigration Case Management
    • Oversee U.S. work visa and permanent residency processes in partnership with external counsel.
    • Provide guidance on complex immigration matters and ensure timely resolution.
    • Maintain compliance with DHS and DOL regulations and internal policies.
    • Review job descriptions and job minimum requirements for green card sponsorship aligned with job architecture libraries.
    • Demonstrates a proactive approach to monitoring and interpreting changes in immigration laws, regulations, and government guidance. Maintains up-to-date knowledge of U.S. and global immigration policies, including USCIS, DOL, and DHS updates, and translates legal developments into actionable process improvements.
  • Policy & Process Development
    • Collaborate with legal counsel and internal mobility team to standardize immigration workflows across locations
    • Ensuring that sponsorship decisions support business needs while maintaining compliance.
    • Support internal audits and compliance reviews related to immigration and mobility.
    • Designing contingency plans for travel disruptions, site visits, and visa delays.
  • Training & Communication
    • Deliver training sessions and educational materials on immigration topics to employees, HRBPs and managers.
    • Communicate policy updates, government or procedural changes clearly and effectively.
Education and experience
  • Bachelor's degree in Human Resources, Business Administration, Political Science, or related field.
  • Minimum 3 years of experience in immigration or global mobility.
  • Deep understanding of U.S. immigration laws, PERM, all non-immigrant visas, and green card processes.
  • Strong interpersonal and communication skills.
  • Experience working with external legal counsel or managing an immigration program with sensitive immigration cases.
Skills
  • Experience with Workday and ServiceNow.
  • Experience with internal and external immigration case management databases.
  • Demonstrated ability to manage multiple priorities in a fast-paced environment.
  • Strong writing and communication skills
  • Skill designing and standardizing immigration workflows across regions.
  • Skill leading mobility or immigration projects.
  • Strong Microsoft Office Skills and Copilot.
  • Strong reporting background and Excel proficiency.
  • Collaborative: Works effectively across departments and with external partners, mobility team, HR and all other stakeholders
  • Detail-Oriented: Precision in handling sensitive immigration data and legal documentation.
  • Empathetic: Understands the personal impact of immigration decisions.
  • Resilient: Manages high volumes of inquiries and adapts to changing regulations.

Other Information

  • This position is located on-site in either San Diego, CA or Wilton, CT. It requires onsite presence to attend in-person work-related events, trainings and meetings and to further ensure teamwork, collaboration and innovation.
  • A flexible workplace arrangement may be available to employees working in roles conducive to remote work (up to two days a week).
  • Routinely required to sit; walk; talk; hear; use hands to keyboard, finger, handle, and feel; stoop, kneel, crouch, twist, reach, and stretch. Occasionally required to move around the campus.
  • Occasionally lift and/or move up to 20 pounds.
  • Specific vision abilities required by this job include close vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
  • Must be willing to work in a clean room environment, wearing coveralls, hoods, booties, safety glasses and gloves for entire duration of shift.
  • While performing the duties of this job, the employee routinely is required to sit; walk; talk; hear; use hands to keyboard, finger, handle, and feel; stoop, kneel, crouch, twist, reach, and stretch.
