The Spirit of the Position:

The Proposal Development Manager supports the team by providing complete oversight of the development, production, and submission of proposal documents. As a company devoted to promoting an employee-focused servant leadership culture, the Proposal Development Manager will support programs and initiatives originating from the team, the home office, and multiple regions throughout the Country. This is a fully remote position and can reside anywhere in the United States.

We are looking to fill this role in Q1 of 2026

Principal Job Duties:



  • Evaluate Request for Proposals (RFP's); develop requirements matrix and prepare initial response outline.
  • Delegate necessary tasks to the assigned Proposal Content Coordinator, but also assist with proposal efforts, as needed.
  • Lead the end-to-end proposal development process, including kickoff meetings, storyboarding, and final reviews.
  • Collaborate with cross-functional teams (sales, marketing, product, legal, technical) to gather content and insights.
  • Write, edit, and format proposal content to ensure clarity, consistency, and persuasiveness.
  • Manage proposal timelines and ensure all deadlines are met.
  • Maintain inventory of proposal content and create new content as needed.
  • Perform quality control review on all proposals assigned, and provide feedback, as needed.
  • Create and update various charts, graphs, and images used for proposals.
  • Prepare required forms as required per RFP and obtain required signatures.
  • Communicating with the home office on all proposal needs regarding bonds, certificates of insurance, tax forms, etc.
  • Create proposal-specific tabs, labels, binder covers, etc.
  • Coordinate all printing and binding of proposals and presentations.
  • Manage shipping and delivery of proposals and presentations or the online electronic submission process as required per the RFP.
  • Develop PowerPoint presentations and other materials as needed to support marketing, communication, and business development efforts.
  • Archive and maintain all proposal materials, documents, and records after contracts are awarded.
  • Maintain registrations and access to various procurement websites and municipal procurement systems.
  • Draft correspondence letters and internal and external communication.
  • Maintain client references and contact information.
  • Proficiency in Adobe Suite (InDesign, Photoshop, etc), Word, Excel, PowerPoint, and all other MS Office products is required.
  • PDF and graphics editing experience required.
  • Additional related duties as assigned.
  • Must be available occasionally during evenings and weekends to support business demands and to ensure deadlines are met.


Education:



  • Bachelor's Degree or equivalent work experience.


Experience:



  • 7+ years' experience in proposal development, marketing, publication, or a similar sales support role.
  • Understanding of the government procurement process, with proposal development responsibilities desired.
  • Advanced knowledge of Excel, Word, PowerPoint, Adobe Suite, and General Microsoft Office Applications.
