DESCRIPTION OF WORK

As a Fiscal Officer 3, you will serve as the lead fiscal officer for our growing team at Wayne County Office of Human Services, overseeing all fiscal operations across multiple agencies including Aging, Transportation, Children and Youth, Drug and Alcohol, Behavioral Health, and more. This position requires application of professional accounting principles in order to manage budgets, financial reporting, audits, and cost allocations, while supervising a team of fiscal staff. You will have the opportunity to collaborate with the Human Services Administrator to ensure compliance with human resource and payroll policies, as well as coordinate with the County Chief Fiscal Office to ensure alignment with county accounting policies and procedures. Key responsibilities include:

  • Agency-Wide Fiscal Oversight: Managing fiscal functions for human service agencies, ensuring accuracy and compliance for program reporting
  • Staff Supervision: Directly supervising five fiscal officers, approving timesheets and leave, and conducting performance evaluations
  • Accounting and Reporting: Preparing financial statements, reconciling accounts, and ensuring adherence to state and federal reporting standards. Including the specific fiscal reporting requirements for each Human Services Agency.
  • Budget Management: Overseeing budget preparation, monitoring, and revisions in line with grant regulations
  • Audit and Compliance: Conducting internal audits and maintaining cost allocation processes aligned with federal requirements
  • System and Process Improvement: Developing and implementing enhancements to accounting systems, procedures, and controls

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch. Work schedule may include irregular hours including evenings, weekends, or holidays.
  • Overnight or out of county travel for meetings or training may be required.
  • Telework: You will not have the option to telework in this position.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a County Fiscal Officer 2; or
  • Five years of accounting and/or budgetary experience and a business-related associate's degree that includes six college credits in accounting; or
  • Three years of accounting and/or budgetary experience and a business-related bachelor's degree that includes six college credits in accounting; or
  • An equivalent combination of experience and training which includes or is supplemented by six college credits in accounting.

Other Requirements:

  • You must be able to perform essential job functions.

Legal Requirements:

  • You must pass a background investigation.
  • A conditional offer of employment will require a drug screening.
  • This position falls under the provisions of the Child Protective Services Law.
    • Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
