Job Summary

The Chief Facilities Management Officer (CFMO) is a senior executive reporting to the CFO & Senior Vice President with overall responsibility for the strategic planning, construction, renovation, maintenance and operations for the university's property, plant and other physical assets. Provides leadership in the development and implementation of enterprise-wide strategies for efficiency, safety and sustainability, while also managing budgets, vendor relationships, and capital projects to align with the organization's
overall goals. Leads the Facilities Management Department staff, ensuring compliance with codes and optimizing budgets. Provides executive leadership with data-driven insights on facility performance and future needs and delivers reports to the Florida International University Board of Trustees.

  • Leads the development and implementation of short- and long-range facilities plans that support the organization's strategic goals and sustainability initiatives. Leads the development of the University Master Plan in consultation with the Director of Real Estate.
  • Oversees the direction and management of the physical plant operations of the University, including the maintenance, cleaning, security and repair support functions and maintenance of space management systems.
  • Directs and manages all aspects for facilities planning, construction, maintenance and operation for all buildings, grounds, and equipment for the University.
  • Oversees the implementation of construction, renovation, and remodeling projects to ensure they are completed on time, within budget and in compliance with contract terms and policies/procedures.
  • Collaborates with University leadership to develop and implement short and long-term facilities plans and capital projects.
  • Directs all aspects of the financial operations for construction budgets and the department's maintenance budget including tracking operational expenses and prioritizing and appropriately managing funds by funding source.
  • Manages the establishment and maintenance of relationships with external vendors, service providers, and contractors, ensuring performance meets contractual obligations.
  • Develops policies pertaining to the functions of the Facilities Management Department to ensure, among other things, that all facilities comply with health, safety and environmental regulations. Administers, interprets, and explains university policies and strategies, as well as state and federal rules, regulations and laws related to the functions of the Facilities Management Department.
  • Manages and develops Facilities Management Department staff, including overseeing the hiring, onboarding, training, and professional development. Responsible for conducting performance evaluations, setting clear performance standards, and fostering a culture of accountability and continuous improvement.
  • Manages all IT related implementation process and implementations to support capital projects, minor projects, and recurring services provided by Facilities Management.
  • Implements and maintains process and procedures to minimize cost and maximize efficiency in Facilities Management.


Minimum Qualifications

Master's degree in an appropriate specialization and seven years of experience; or a bachelor's degree in an appropriate specialization and nine years of experience.



Departmental Requirements

Experience managing complex construction and renovation projects.



Desired Qualifications
  • Experience with the construction industry in the State of Florida.
  • Expertise in building systems, maintenance, safety regulations of large commercial/industrial enterprises
  • Expertise in facilities project management software such as e-Builder.
  • Ability to develop and execute long-term plans aligned with business objectives.
