We are expanding our team by adding a Business Analyst / Scrum Master to support a key program at the Centers for Medicare & Medicaid Services (CMS). This role is primarily focused on business analysis, including driving requirements, documentation, and stakeholder alignment while also facilitating Agile delivery to keep the team organized, transparent, and aligned within a Scaled Agile Framework (SAFe) environment. The ideal candidate combines strong analytical discipline with exceptional communication and documentation skills. They can translate complex business needs into actionable user stories, bridge technical and business perspectives, and confidently facilitate Agile ceremonies to sustain team focus, momentum, and predictable delivery outcomes.

This is a remote position that requires the applicant to be a US Citizen or Permanent Resident with the ability to pass a comprehensive government background check.

Responsibilities:

Requirements and Analysis



  • Elicit, analyze, and validate business and system requirements through stakeholder interviews, data review, process mapping, and collaborative workshops.
  • Decompose complex business requirements and workflows into clear, testable user stories and acceptance criteria aligned and mapped to SAFe epics.
  • Work proactively to identify upstream and downstream impacts while collaborating with Product Owners, developers, testers, UX, DevOps, and policy SMEs to ensure full alignment with program objectives.
  • Apply analytical and critical thinking to assess business problems, evaluate data, and recommend feasible solutions that align with CMS standards and delivery timelines.
  • Support impact analysis and root-cause investigations for helpdesk or user-reported issues, identifying trends and communicating resolutions to technical and business teams.
  • Exhibit initiative and accountability, taking ownership of assigned deliverables and maintaining high standards for accuracy and completeness.
  • Support UAT planning and execution by developing test scenarios, coordinating with end-users, and validating acceptance criteria.
  • Provide Tier 3 production support and participate in root-cause analysis to ensure sustainable solutions and continuous delivery improvement.



Documentation and Stakeholder Communication



  • Develop and maintain documentation, including business process flows, user stories, acceptance criteria, decision logs, release notes, and traceability matrices.
  • Utilize JIRA and Confluence to manage backlogs, track progress, and promote transparency across distributed teams.
  • Ensure traceability between requirements, design, testing, and release artifacts to support audit readiness and compliance.
  • Engage effectively with stakeholders at all levels, including technical, business, and executive teams, by providing concise communication, managing expectations, and delivering timely updates.
  • Prepare and deliver presentations and reports using Excel, Visio, PowerPoint, and SharePoint to summarize findings, decisions, and recommendations.



Scrum Master Leadership and SAFe Agile Delivery



  • Serve as Scrum Master for one or more agile teams and facilitate key SAFe Agile ceremonies, including daily stand-ups, sprint planning, reviews, retrospectives, and PI planning, ensuring sessions are focused, time-boxed, and outcome-driven.
  • Partner with Product Owners and Release Train Engineers (RTEs) to manage feature readiness, backlog prioritization, and release planning aligned with PI objectives.
  • Identify, track, and remove impediments that hinder progress, escalating where necessary to maintain momentum and delivery commitments.
  • Coordinate cross-team dependencies and integration points, ensuring alignment across development, QA, UX, and business functions.
  • Monitor and analyze Agile metrics (velocity, predictability, quality) to assess performance and guide process improvements.



Basic Qualifications:



  • A Bachelor's Degree in Business, Computer Science, or related field, or 8 years of equivalent professional experience.
  • 4 years of combined experience as a Business Analyst and/or Scrum Master in SAFe delivery environment.
  • 4 years of experience using JIRA, Confluence, and SharePoint for backlog management, documentation, and transparency.
  • 4 years of experience in facilitating SAFe Agile ceremonies and stakeholder meetings that drive clarity, alignment, and measurable outcomes.
  • 4 years of experience in UAT coordination, issue triage, and production support within a software or systems delivery environment.
  • 4 years of experience using Agile metrics (velocity, predictability, quality) to assess performance and guide team improvement.
  • US Citizen or Permanent Resident with the ability to pass a comprehensive government background check to obtain and maintain a CMS-specific Public Trust clearance.


Preferred Qualifications



  • Prior experience supporting Centers for Medicare & Medicaid Services (CMS) or other federal healthcare programs.
  • Certified Scrum Master (CSM) or equivalent Agile certifications.
  • Working knowledge of SQL or data analysis tools for validation, reporting, or troubleshooting.
  • Experience partnering with UX, QA, and DevOps teams to align user experience, technical design, and business objectives.
  • Understanding of federal SDLC governance, documentation, and compliance standards.
  • Proven ability to work independently and proactively with minimal supervision, demonstrating initiative and accountability in meeting commitments.
  • Strong analytical and critical-thinking skills, able to synthesize complex information and translate business needs into actionable requirements.
  • Exceptional written and verbal communication skills, including the ability to convey technical details clearly to non-technical stakeholders.
  • Emotional intelligence and interpersonal skills for effective collaboration across cross-functional teams, leadership, and clients.
