The mission of the Colorado Coalition for the Homeless is to work collaboratively toward the prevention of homelessness and the creation of lasting solutions for homeless and at-risk families, children, and individuals throughout Colorado. The Program Manager, Single and Family Case Management Services provides leadership and direction for a team of case managers who support individuals and families experiencing homelessness. This role focuses on helping clients address their immediate needs and work toward stable, permanent housing. The Program Manager guides staff in applying trauma-informed, harm-reduction, and client-centered practices that build on each client's strengths. This position directly supervises and develops case managers on the PATH and Family Outreach teams, offering coaching, training, and ongoing support to promote high-quality service delivery. Key responsibilities include ensuring program goals and requirements are met, maintaining consistent documentation standards, and fostering strong coordination and communication across internal departments and external partner agencies.

    • Valid driver's license required. This requirement may be waived, if necessary, based on overall candidate experience and current needs of the business.

Essential Job Functions
    • Recruits, hires, trains, and supervises program staff in alignment with departmental and organizational goals.
    • Oversees the Case Management Team that works with high volume singles and family walk in clients.
    • Conducts regular supervision with direct reports to provide coaching, support, and performance management.
    • Sets and monitors staff performance objectives to ensure progress toward individual, programmatic, and organizational goals.
    • Assists with onboarding and ongoing professional development of staff, ensuring clarity of roles and expectations.
    • Provides oversight of day-to-day program operations to ensure alignment with internal policies, funding requirements, and evidence-based practices.
    • Supports the implementation of Trauma-Informed Care, Support-Centered Housing, services that reduce harm and promote recovery, and other evidence-based service models.
    • Participates in quality improvement efforts by supporting implementation, documentation, monitoring, and follow-up.
    • Assists in the development and oversight of program budgets, grants, and reporting deliverables, as assigned.
    • Performs other duties as assigned to support program and organizational effectiveness.
Qualifications Summary
    • Education, Experience and Job Competencies
    • Bachelor's degree in human services, social work, psychology, counseling, international relations, or related field preferred.
    • Experience may be substituted for education.
    • Active certification in basic life support or able to obtain certification within 30 days of employment.
    • 2 years of management and supervisory experience preferred.
    • Experience
    • Demonstrated knowledge and experience in the fields of substance use treatment, mental health, and homelessness.
    • Experience working with chronically homeless individuals, particularly those with serious mental illness, substance use disorders, or complex barriers to engagement.
    • Proven program management and supervisory experience, including staff development and team leadership.
    • Working knowledge of HIPAA federal and state compliance requirements.
    • Knowledge of homeless issues and sensitivity to the needs of underserved populations.
$60,770 - $72,924 a year
