HDR is looking for a Business Development Leader to drive our growth for our federal business group within the Colorado area. The Business Development Leader position is responsible for developing capture plans, pursuits, proposals, and strategic and tactical marketing campaigns in the Federal Business Group's facilities master planning, asset management, sustainability & resiliency, and geospatial service lines, leveraging capabilities and connections both internally and across the industry to win new work.

As Business Development Leader, responsibilities include research and analysis of business opportunities consistent with the organization's long range and strategic plans within the U.S. Federal market, ranging across the full global physical presence of U.S. Federal and Military agencies. This includes the evaluation of pursuits through feasibility studies, market research, planning, and qualifications analysis. Under broad direction, this individual will be responsible for identifying market opportunities, conducting marketing and business development activities, as well as leading marketing and technical teams to achieve growth and profitability targets for the company. Maintaining relationships with existing clients and developing new client contacts, typically at the agency and installation leadership level will be a critical skill for success.

Roles and Responsibilities:

  • Participates in development of marketing and business plans, strategy implementation, and overseeing and controlling the business development budget and forecasts for the facilities master planning, asset management, sustainability & resiliency, and geospatial practices headquartered in Colorado Springs, CO.
  • Serves as a liaison with HDR counterparts on cross-business group opportunities.
  • Ability to thrive in an environment with responsibility for both management and execution of the full BD life-cycle process across multiple simultaneous pursuits and proposals.
  • Ability to develop plans for securing knowledge and understanding of the client's requirements, issues, and needs during the pursuit and capture phases.
  • Coordinates meetings with customers, competitors, clients, and teammates to develop market insight on requirements, acquisition strategy, timing, and contract vehicles, as well as leading white paper and RFI/RFQ/RFP/TORN responses.
  • Plans and participates in capture activities to include identifying opportunities, conducting competitive assessments, teaming, developing strategy for pricing and qualifications presentations, and leading solutioning sessions on capture efforts.
  • Prioritizes the allocation of marketing and technical resources to accomplish the objectives of the strategic business plan, develop and implement growth plans and actions, while protecting the existing client portfolio.
  • Leads and mentors Client Service Leads to develop capture strategies, strengthen client engagement, and implement program growth plans aligned with Federal Market objectives.

Preferred Qualifications:

  • Bachelor's degree in Architecture, Engineering, Planning, or in related field.
  • Experience in the EAC industry working pursuits and proposals
  • Professional registration/certification, i.e. RA, PE, AICP
  • Ideally 10 years' experience in operations or Business Development in support of Federal agency clients
  • Client Engagement experience with the Department of Defense across multiple agencies or departments
    Strong relationships across multiple DoD levels and with industry leaders, with a proven record of building and sustaining client relationships
  • In depth understanding of Federal Acquisition Regulations (FAR), Department of Defense acquisition processes across multiple services, government-wide and agency-specific budgeting cycles
  • Proven experience in facilities master planning, sustainability & resiliency, geospatial, or asset management for Federal agencies and DoD services
  • Proven experience leading a team to capture and win Federal projects in excess of $1M
  • Experience working on opportunities in both CONUS and OCONUS environments and classified projects
  • Ability to lead cross-functional teams (proposals, marketing, client service, functional support)
  • Ability to communicate effectively to senior leadership
  • Ability to travel up to 50% of the time, including a routine presence in the HDR Colorado Springs office location.
Required Qualifications
  • A minimum of 15 years relevant industry experience
  • Demonstrated "self-starter" with a history of completing projects with limited oversight
  • Deep knowledge of the A/E/C industry's standard approach to procurement of professional services
  • Demonstrated ability to motivate and inspire others
  • Demonstrated ability to build a network of clients and industry partners
  • Experience in sales and developing effective win strategies
  • Strong financial acumen and negotiation skills
  • Excellent written and verbal communication skills
  • Proficient in Microsoft Office applications, including Outlook, Word, Excel and PowerPoint
  • Ability and desire to travel and engage with others in-person
  • Demonstrated experience in writing compelling content based on information from technical staff
  • Demonstrated experience in growing programs in new or highly competitive markets
  • Demonstrated experience in winning high-value contracts in the A/E/C industry

The expected compensation range for this position depends upon skills, experience, education and geographical location. (Stated benefits are for full-time regular positions. Temporary and part-time roles eligible for limited benefits.) Colorado: $133,980 - $191,400; Washington, D.C.: $160,776 - $229,680; California: $147,378 - $210,540; Seattle, WA: $160,776 - $229,680
