Civil Engineering Project Manager (PE), Public Works & Local Infrastructure, Houston, TX Halff has an opening for a Civil Engineer, with their Texas PE License, to be a Project Manager on our growing Public Works & Local Infrastructure team based out of our Houston, TX office. The ideal candidate will bring at least 5 years of public works & local infrastructure design experience in the consulting industry or experience working with, or for, public sector clients. Municipal roadway, drainage, and pedestrian facility design experience required. What you will do:
This role will be responsible for managing and overseeing the design and construction of infrastructure projects, including: municipal roadways, trails, and drainage improvements.
- Manage projects from planning through delivery, collaborating with project members, multi-practice teams, subconsultants and other stakeholders to make sure deliverables, requirements, schedules, costs and meeting plans are communicated.
This position requires strong design experience and prefers project management experience and knowledge of working with local entities.
Assist in development and management of project scopes, budgets, and schedules.
- Support in preparation of proposals and RFQs.
- Manage quality assurance and control analysis to ensure projects meet or exceed client expectations and Halff requirements and comply with recognized standards and codes of practice.
- Apply technical expertise appropriately by understanding project specific standards, criteria, deliverables and best practices.
- Monitor project budgets, allocate resources effectively, and identify opportunities to optimize project efficiency and profitability.
- Build and maintain strong relationships with internal and external clients, understanding their needs, and ensuring client satisfaction throughout the project lifecycle.
- Manage design and plan production.
Manage clients and supervise technical staff.
- Provide mentorship and technical guidance to engineers, EITs, and technical staff, fostering a culture of trust and collaboration within project team.
What you will need:
- Bachelor's or master's degree in civil engineering or ABET accredited equivalent engineering degree
- Professional Engineer (P.E.) License in Texas
- At least 5 to 10 years of experience in public works & local infrastructure, municipal roadway, drainage, and pedestrian facility design projects
- Strong experience working with AutoCAD Civil3D (preferred) or MicroStation
- Experience managing design and plan production
- Ability to manage clients and supervise technical staff
- Strong communication skills, both written and verbal
- Previous experience working with public sector clients and business development communications is a plus
- Experience in project scope development, professional services fee development and staffing projects is a plus
- Strong ability to work in a team environment including multiple disciplines
- A positive attitude, be self-directed yet a team player, and have a focus on quality, integrity and success
