Job Summary

The Director, Health Safety, and Environmental (HSE), Enterprise is responsible for providing leadership and direction of the HSE functions across the global Matrix organization. As part of the HSE Center of Excellence (COE), the Director, HSE, Enterprise will manage the HSE organization through HSE professionals in each operating division. The HSE COE is a coordinating function which ensures that change initiatives are delivered consistently and well, through standard processes and competent staff. The role is responsible for contributing to the Company's vision of world-class safety culture and developing improvement plans, tools, and processes for constant agile adoption of new best practices and capabilities to deliver high-quality results and competitive advantages.

The preferred location for this role is Houston, Texas, however, other locations may be considered.


Essential Functions

  • Actively support the Company's commitment to safety and its "Core Values."
  • Represent the Company at all times with high moral standards while adhering to the Company's "Code of Business Conduct and Ethics."
  • Provide strategic leadership and drive a zero incident HSE culture across the organization.
  • Develop, support, participate, and implement global HSE strategies, policies, training and initiatives; make recommendations for new or improved practices.
  • Direct and manage the implementation of HSE programs.
  • Provide assistance to division, project, and department management personnel to ensure compliance with all HSE programs, procedures, and policies.
  • Establish relationships with operations personnel.
  • Directly and in collaboration with operations leadership, manage and maintain accountability for the HSE team. Interview, hire, train and terminate safety personnel. Establish department and individual goals/objectives and direct, and actively participate as necessary, safety personnel in achievement of responsibilities and objectives.
  • Responsible for injury case management and resulting claims.
  • Provide functional leadership and expert advice to management on emerging HSE trends, best practices, and other developments and evaluate their impact to the organization. Keep the management team abreast of the strategic direction of the HSE organization.
  • Represent Company in HSE-related hearings (OSHA, etc.). May act as Company representative on issues relating to environmental protection concerns. Interface as necessary with environmental regulatory agencies and either directly or through subordinate personnel, audit project site compliance with environmental protection requirements.
  • Make periodic safety audits, maintaining documentation on findings, recommending corrective actions, and ensuring adequate follow-up.
  • Provide guidance and assistance to safety managers on HSE-operational issues; participate as needed in the resolution of escalated problems or issues.
  • Assist in the development of HSE annual goals/objectives and provide support and direction to the operations and HSE teams.
  • For major projects/contracts, may review HSE-related terms and conditions, provide HSE-related input for bid proposals, or participate in pre-job analysis.
  • Keep up to date and ensure compliance with current health and safety legislation. Advise on legislation changes and industry initiatives.
  • Prepare various reports for senior management and respond to questions regarding the HSE efforts of the organization.
  • Perform additional assignments as required or assigned.


      Qualifications

      • Bachelor's degree in occupational HSE, HSE engineering, or related field, or equivalent experience. Certified Safety Professional (CSP) strongly preferred.
      • 10+ years' experience in construction and/or industrial HSE; 3+ years' experience in a HSE leadership role.
      • Proven experience in leading and managing a comprehensive HSE program in a diverse business environment.
      • Previous experience successfully implementing and executing HSE strategy.
      • Thorough knowledge of regulations, compliance, legal and governance requirements in relation to safety, health, and environmental matters in both the U.S. and Canada, including a very strong understanding of OSHA and ANSI regulations. Familiarity with MSHA regulations preferred.
      • Previous experience creating, implementing, and sustaining a strong behavioral-based safety program.
      • Previous experience actively managing claims, analyzing trends, risk exposure, and cost impact. Practical approach to management, both in working with company personnel and making presentations to senior management
      • Strong verbal, written, analytical, and persuasive skills and the ability to interact effectively with all levels of employees, management, and external contacts.
      • Proficient computer skills, including experience with MS Word, PowerPoint, Excel, and Outlook.
      • Strong commitment to safety with an attitude that zero incidents are possible.
      • High ethical and moral standards and the ability to hold others accountable.
      • High energy level with a strong sense of urgency.
      • Willingness to travel as needed/required.
