Job Summary:


Provides executive-level leadership for the organization's enterprise growth strategy, shaping the long-term business development vision across diverse markets, major clients, and multiple lines of business. Leads the pursuit and capture of large-scale, high-value, and strategically critical opportunities that directly impact the company's competitive position and multi-year revenue trajectory. Partners closely with the executive team, senior operational leaders, and corporate strategy functions to define market priorities, steer investment decisions, and establish organizational growth frameworks that strengthen enterprise competitiveness. Oversees the full business development lifecycle-market intelligence, pipeline governance, capture strategy, and proposal excellence-to consistently achieve aggressive revenue, margin, and portfolio-expansion goals. Influences corporate direction by anticipating industry shifts, evaluating emerging sectors, and driving innovation in business development methodologies that elevate organizational maturity,



Essential Duties and Responsibilities include some or all of the following. Other duties may be assigned.



  • Provides enterprise-wide strategic direction for business development activities across multiple markets, portfolios, and service lines, ensuring alignment with corporate growth objectives, long-range planning, and multi-year revenue and profitability targets.
  • Oversees the governance, optimization, and maturation of the company's multi-year pipeline, directing capture strategies, bid prioritization, investment decisions, and resource deployment for large, complex, and strategically critical opportunities.
  • Leads executive-level relationship management by cultivating and sustaining high-impact partnerships with senior government officials, prime contractors, industry leaders, and strategic allies to strengthen competitive positioning and expand enterprise growth pathways.
  • Defines and institutionalizes corporate methodologies for opportunity assessment, qualification, and competitive differentiation, establishing scalable frameworks that improve enterprise win probability, accelerate pipeline velocity, and enhance BD process maturity.
  • Directs enterprise capture and proposal strategy development, shaping solution architectures, win strategies, teaming structures, pricing and cost-strategy inputs, risk assessments, and negotiation approaches for high-value, multi-agency, and technically complex pursuits.
  • Influences executive decision-making by synthesizing market intelligence, competitive analyses, client insights, and environmental trends to shape corporate investment priorities, strategic growth initiatives, and go/no-go determinations.
  • Elevates the company's market presence by representing the organization at national industry events, executive forums, government engagements, and high-visibility venues to strengthen brand reputation, credibility, and strategic positioning.
  • Builds organizational excellence by mentoring, developing, and evaluating business development, capture, and proposal leaders, enhancing enterprise capability, succession planning, and long-term talent readiness.
  • Establishes and reinforces cross-functional collaboration with operations, finance, pricing, contracts, human capital, and marketing leadership to ensure synchronized pursuit strategies, disciplined opportunity management, and the successful execution of enterprise-level proposals.
