The Quality Control Manager is responsible for supporting the implementation and ongoing management of Spencer Construction's Quality Control Program at the project level. This includes developing and executing project-specific Quality Control Plans, overseeing all quality-related activities, coordinating testing and inspection processes, managing technical staff and third-party labs, and ensuring all materials and work comply with contract documents and industry standards.

This role requires advanced technical knowledge, sound judgment, and the ability to interpret complex information to provide well-reasoned recommendations. While this position works under the management of the Director of Quality Control, it plays a lead role in daily quality operations on the jobsite and regularly interacts with Project Managers, Company Managers, and project owners.

Essential Job Function

  • Implement project Quality Control Plans and company policies to ensure materials and work meet quality standards through analysis and interpretation of testing results.
  • Coordinate and perform field inspections of work activities; verify compliance with drawings, specifications, and project requirements. Communicate discrepancies to project teams and management.
  • Supervise and mentor field technicians to ensure adherence to quality procedures; assist management in evaluating performance and coaching staff.
  • Evaluate vendor and third-party firm performance to ensure compliance with quality expectations.
  • Prepare accurate and detailed daily reports documenting work activities, inspections, and tests performed.
  • Maintain thorough, organized records of all inspection and testing data and provide timely reports to leadership and project owners.
  • Identify, document, and track deficiencies and corrective actions; work proactively to prevent reoccurring issues and reduce rework.
  • Promote and enforce company quality and safety policies, contributing to continuous improvement efforts.

Additional Responsibilities

  • Train employees on quality expectations and standards derived from project specifications and industry guidelines.
  • Read and interpret technical drawings, specifications, and testing documentation.
  • Perform duties safely and in compliance with OSHA, EM 385, company policies, and industry standards.
  • Collect and document material samples and inspection data with accuracy.
  • Interact professionally with owners, contractors, subcontractors, and colleagues.
  • Maintain strong organizational skills and attention to detail.
  • Demonstrate effective oral and written communication.
  • Obtain and maintain required certifications for the position.
  • Attend meetings with owners, general contractors, and subcontractors.
  • Prepare and conduct weekly QC meetings with owner or contribute QC findings/topics to weekly meetings.
  • Reviews and help prepare submittals as needed.
  • Help prepare and/or review RFI's when changes or questions on the job occur.
  • Update Redlines and review As-Built Drawings as needed.
  • Work collaboratively as part of the project team, offering constructive solutions while upholding the contract requirements.

Qualifications

Education

Bachelor's degree in Engineering Technology, Construction Management, or related field; or

High school diploma/GED with 10-12 years of construction industry experience.

Experience

  • A minimum of 10 years of construction industry experience, including work on at least two federal design-build projects; and
  • Experience serving as the Construction Quality Control Manager on at least two construction projects with a contract value of $10 million or greater.

Skills & Knowledge

  • Minimum 3 years of experience in quality control, materials testing, inspections, or construction project management (e.g., Superintendent, Project Engineer, Construction Manager).
  • Ability to manage multiple projects and prioritize time effectively.

Physical Demands

  • Frequent standing, walking, sitting, and use of hands to operate computers or perform inspections.
  • Physically capable of traversing steep, uneven, and unstable terrain, including remote or rugged environments, in order to perform required inspections and field observations.
  • Occasional lifting and moving up to 50 pounds.
  • Vision abilities include close vision and the ability to adjust focus.

  • Ability to travel or relocate to project sites.
