The State Highway Administration's (SHA) Office of Homeland Security and Occupational Safety is seeking to fill an executive service position for the Chief of Occupational Safety & Health Division (DOT Executive V)
throughout the state. This position is open to anyone who meets the preferred qualifications below.
Nature of Work: This position is the State Highway Administration (SHA) key point of contact for overseeing and managing all aspects of Occupational Safety and Health (OSH) for the agency. This position is considered the Subject Matter Expert (SME) in Occupational Safety and Health, as well as the agency's designated Risk Manager. The Chief of OSHD serves as the SHA representative to the Maryland Department of Transportation (MDOT) Safety Commission and sits on the Maryland Transportation Builders and Materials Association (MTBMA) Safety Committee. This position is also the main point of contact for the State Employee Risk Management Association (SERMA) and the Injured Workers' Insurance Fund (IWIF). As the Chief of Occupational Safety and Health (OSHD), this position implements policies, procedures, programs, and guidelines that assist in providing employees, consultants, contractors, and visiting public a workplace free of recognized hazards.
As the Chief of OSHD, this position oversees the OSHD team of 4 Regional Occupational Safety Managers (ROCM) and 13 OSH Compliance Program Specialists (CPS), throughout the state of Maryland. This position is responsible for providing OSH related information to the Director and Deputy Director of OHSOS for dissemination
at Senior Leadership Team (SLT) meetings. The Chief of OSHD is responsible for the development, implementation, and review of the SHA Policies, Programs, Procedures, and plans for agency-wide use. This position serves as the point of contact
for the various electronic software solutions utilized by OSHD, such as but not limited to Safety Management Suite, commonly known as SMS, MSDSonline, Safety Reports, and any additional safety software solutions. The Chief of OSHD will be responsible for responding and assisting with large scale events regarding OSH such as, but not limited to Hazardous Materials (HazMat) events, catastrophic workplace events that lead to serious injury, to include death, and/or where an event requires incident command to either perform as the Safety Officer or as a OSH SME advisor to the Incident Commander. The Chief of OSHD will develop, implement, and review the progress of various metrics, including, but not limited to, lagging indicators, leading indicators, and/or an audit of the current Safety Management System. Additionally, will work with IWIF and State Employee Risk Management Administration (SERMA) to ensure that injury events, programs, and procedures are in place and trending in a positive direction. The Chief of OSHD will report directly to the Deputy Director of OHSOS. This position includes a high level of duties and responsibilities that require adherence and must be addressed to prevent potential outcomes such as loss of life, loss of equipment, and loss of public image and trust.

Qualifications

EDUCATION: Possession of a bachelor's degree from an accredited college or university EXPERIENCE: Five (5) years of experience in administration or professional work in Safety/Risk Management and supervisory experience. Two and a half (2 ) years' experience in Occupational Safety and Health, which must include OSHA training, policy development, or implementation.
NOTES:
U.S. Armed Forces military service experience as defined under the minimum qualifications may be substituted for the required education and experience on a year-for-year basis.

Candidate must possess a driver's license valid in the state of Maryland. Industry recognized Advanced Safety Certificate (ASC) or Industry Specialist certification from an approved OTI Center. CPR and First Aid Instructor OSHA 10- & 30-hour trainer for Construction and General Industry
