The Maryland Department of Transportation, The Secretary's Office (MDOT TSO) is seeking to hire a highly skilled leader to serve as our next Chief of Budget and Contracts (Program Manager Sr IV) in the Office of Administration, Budget, and Contracts (OABC). The Chief of Budget and Contracts will serve as a key member of MDOT's executive leadership team, responsible for the strategic oversight of financial planning and contract administration, ensuring compliance, efficiency, and alignment with MDOT and statewide fiscal policies for all Administration and Transportation Technology Services (OTTS) offices. This role oversees key procurement and contracting activities, including the negotiation, execution, and administration of all MDOT's IT agreements and professional services. The incumbent serves as a key advisor and coordinates closely with MDOT's Office of Finance, Procurement, and the Department of General Services (DGS) to support organizational priorities and statewide initiatives. This position provides financial guidance and supports efficient use of resources across MDOT's Administration and IT offices. In this dynamic role, you will: Budget Management
- Develop and manage operating and capital budgets for OABC program areas.
- Monitor expenditures, conduct variance analysis, and prepare forecasts and monthly reporting.
- Oversee cost allocation and financial tracking for multimodal IT budgets and consolidation efforts.
- Manage reimbursements, cost recovery, and federal funding processes.
Contract Administration
- Oversee all OABC contracts from inception to closeout, including MOUs and interagency agreements.
- Ensure compliance with State procurement laws and coordinate with the MDOT Procurement Office.
- Collaborate with DGS on statewide contracting systems.
Financial and Policy Coordination
- Provide financial and contractual guidance to OABC leadership.
- Analyze fiscal trends, risks, and opportunities beyond standard reporting.
- Support IT consolidation by validating budgets and monitoring performance.
- Recommend improvements to procurement and budget procedures and coordinate with MDOT business units.
Procurement and Policy Coordination
- Identify and recommend improvements to OABC's procurement and budgeting processes.
- Support internal stakeholders throughout the procurement lifecycle, from award to delivery.
- Serve as liaison with MDOT Procurement Office, ensuring timely and compliant contract execution.
- Collaborate with MDOT business units to advance consistency, accountability, and best practices in budget and contract management.
The current vacancy exists at MDOT TSO in the Office of Administration, Budget, and Contracts located in Hanover, MD. (Anne Arundel County). PREFERRED QUALIFICATIONS: Education: A bachelor's degree in business administration, finance, accounting, public administration, or a related field. Experience: Ten (10) years of leadership experience in budgeting, auditing, contract administration, procurement, and financial management in a complex organizational or governmental environment. Seven (7) years of this experience should include managing and developing a complex operating budget, as well as conducting financial and trend analysis, including financial forecasting and planning.
