Job Purpose

The position of Vice President of Operations ("VPO") reports directly to the President. This position has overall responsibility for the safety, operation, maintenance and planning of the organization. The Safety Director, Fleet Director and the Operations Director report to the VPO. The Safety Director holds responsibility for Company Safety and the hiring of union employees.

The Fleet Director with cryogenic technicians and union mechanics is responsible for the maintenance and upkeep of the fleet, the continuing qualification and maintenance of MC-338 LNG Tankers and the conduct of Portable Pipeline jobs of the Company's customers. The Operations Director has direct supervision of the Dispatch area and driver workforce (70 - 90 drivers). The VPO is also responsible for selecting and contracting with various outside vendors for equipment purchases, computers and other assets and materials.

This position is responsible for preparing process safety, operational and labor reports and projects for use by the Company as well as the daily supervision, training and coordination of the operations team and the development and implementation of systems to improve safety, productivity, operational performance and regulatory compliance. Under the direction of the President, the incumbent establishes and implements policies and procedures for the Company, including the maintenance of safety and compliance files, driver recruitment and training, safety training for all employees and investigation of accidents.

This position leads and manages all information technology procurement, support and issues. The VPO oversees all operational recruitment and hiring. This position must work closely with the Vice President of Administration & Finance on all customer, human resource and financial matters. The VPO must take ownership for driving performance while demonstrating integrity and openness in all relationships.

Key Accountabilities
    • Lead by example by respecting others and valuing their diversity
    • Oversee all daily operations via working as one team
    • Mentor, supervise, staff and train operation directors and front-line supervisors
    • Review daily, weekly and monthly operation reports
    • Develop and maintain operational standards
    • Develop, maintain and consolidate process safety information
    • Review, adjust and implement company policies and procedures
    • Ensure full compliance with all applicable federal, state and local rules and regulations
    • See to the training and educating of all current and new drivers and mechanics
    • Develop and implement computer based and classroom training for all operation employees
    • Attend to and fully support the safety of the Company through the Safety Director
    • Manage portable pipeline operations and operational security items through the supervision of the Fleet Director
    • Handle all labor relation issues (Contract negotiations, arbitrations, mediations and grievances).
    • Oversee progressive discipline
    • Serve as a member of the Labor Management, Security, Safety, Management of Change, and Policy and Procedure Committees.
    • Manage the procurement & contribution of outside vendors
    • Ownership for all information technology throughout the company
Qualifications
  • 10 to 15 years' operations management experience in the transportation industry
  • Bachelor's Degree preferred
  • Familiar with applicable rules and regulations (DOT, OSHA, HAZMAT & FMCSR) affecting the transportation, utility and hazardous material industry
  • Union contract, arbitration, mediation and grievance experience
  • Available and/or on call 24 hours per day 7 days a week
  • Excellent supervisory, organizational and communication skills
  • Effective interpersonal relationship skills

Please be advised that due to the nature of this position, incumbents are subject to federal Drug & Alcohol safety regulations governing US Department of Transportation ("DOT") covered positions, including the Federal Motor Carrier Safety Administration (FMCSA) and Pipeline Hazardous Material Safety Administration (PHMSA). As such, the Company's testing programs and policies regarding the use of federally prohibited drugs or alcohol, for recreational or medical purposes, will remain in effect for these safety-sensitive, DOT covered positions.
