Job Summary

The Senior Program Scheduler provides advanced program scheduling and planning support to the FAA's Terminal Second-Level Support (TSS) organization. This role develops and maintains Primavera P6 schedules to support engineering efforts, sustainment activities, deployment sequencing, and operational constraints across NAS facilities. The scheduler integrates technical, operational, and logistical data into a cohesive schedule that supports program decision-making and keeps leadership informed of risks, milestones, and impacts.

This position requires deep experience with complex scheduling environments, strong Primavera P6 proficiency, experience supporting FAA or federal engineering programs, and the ability to communicate schedule insights clearly to both technical and executive audiences.

Years of Relevant Experience

12-16+ years of relevant experience in program scheduling, engineering planning, or PMO support, including:

  • Significant experience supporting FAA programs, preferably within TSS, Technical Operations, terminal systems, NAS sustainment, or modernization initiatives

  • Advanced proficiency with Primavera P6 for complex, multi-phase engineering or deployment programs

  • Experience with site readiness planning, installation sequencing, resource coordination, outages, and engineering-driven constraints

  • Proven ability to collaborate across engineering, PMO, and operational teams and advise leadership based on schedule analysis

Master's degree may count toward additional experience.

Essential Job Functions

The Senior Program Scheduler supports the FAA Terminal Second-Level Support (TSS) organization by developing, maintaining, and analyzing Primavera P6 schedules that integrate engineering activities, sustainment work, deployment sequencing, and facility-level constraints across NAS sites. The following duties are normal for this position. The omission of specific statements of duties does not exclude them from this position if the work is similar, related, and/or a logical assignment for this position. Other duties may be required and assigned.

  • Create, maintain, and refine Primavera P6 program schedules using inputs from engineering leads, TSS managers, Technical Operations stakeholders, and field personnel.

  • Build fully integrated schedules that reflect engineering releases, testing timelines, site readiness, resource availability, vendor activities, and logical interdependencies across the TSS portfolio.

  • Validate terminal site lists, installation sequences, and activity durations using FAA databases, engineering documentation, second-level engineering inputs, and operational constraints.

  • Perform detailed schedule analysis including critical path, near-critical path, float erosion, activity slippage, and dependency impacts to identify issues that may affect program objectives.

  • Develop what-if scenarios to evaluate impacts of engineering delays, outage window limitations, shifting resource needs, or vendor-driven changes, and provide recommended mitigation actions.

  • Prepare schedule performance summaries, milestone status updates, variance explanations, and data extracts to support TSS leadership reporting, dashboards, and decision-making needs.

  • Ensure all schedule updates and baselines follow rigorous configuration control and comply with GAO-16-89G Schedule Assessment Guide best practices.

  • Monitor and improve data quality within the Primavera (CWP) environment, ensuring logical sequencing, resource assignments, constraints, and baselines remain accurate and defensible.

  • Collaborate with engineering teams, field representatives, financial analysts, deployment planners, and other schedulers to maintain a synchronized and integrated program view.

  • Participate in technical discussions, working groups, and coordination meetings to gather schedule updates, confirm assumptions, and ensure alignment across organizations.

  • Communicate schedule risks, dependencies, and recommended actions clearly and proactively to FAA program leadership, Technical Operations stakeholders, and cross-functional teams.

  • Support development of program-level planning artifacts and assist leadership with schedule-driven decisions affecting engineering, deployment, and sustainment efforts.

Education Requirements

Bachelor's degree required.
Master's degree preferred and may count as additional years of experience.

Skills Requirements
  • Advanced proficiency in Primavera P6 (EPPM 16.1 or greater)

  • Strong background in scheduling engineering efforts, sustainment programs, system installations, or deployment activities

  • Experience coordinating with cost analysts and financial teams

  • Understanding of how to apply risk to project schedules

  • Experience with FAA Technical Operations, terminal systems, or field installation logistics preferred

  • Proficiency with schedule analysis tools such as Steelray, Oracle Risk/Pertmaster, or similar tools

  • Ability to work in a fast-paced environment and manage multiple programs simultaneously

  • Excellent communication, analytical, and interpersonal skills
