Human Resources Specialist for Staffing

This position is an on-campus, full-time, 12-month, confidential/non-union appointment based in Champaign, Illinois with an annual salary of $55,042.94.

Handles
various aspects of human resources work for one or more of the following human
resources functions: recruitment, staffing, onboarding, benefits, compensation,
employee/labor relations. Assists senior
staff with the administration of human resources policies, procedures, and
programs for their assigned human resources functional area. Assists senior staff with ensuring that human
resources functions comply with federal, state, and local regulations.

The HR Specialist-Staffing is an appointment on a schedule established by the Employment/Employee
Relations Manager. The position requires
the ability to prepare, maintain, disseminate, and retrieve confidential information.
The Specialist focusing on staffing, will play a crucial role in the
recruitment and selection process within the College. They are responsible for
sourcing candidates and facilitating the hiring process for all classifications
of employees. The Specialist must also be knowledgeable of and comply with
federal, state, and local employment regulations. Common interactions include
students, faculty, staff, administration, and outside agencies.

Essential Job Functions:

  • Develop and implement comprehensive staffing plans in alignment with organizational goals and objectives.
  • Administer personnel recruitment or hiring activities.
  • Collaborate with hiring managers to understand staffing needs and requirements for various positions.
  • Ensure compliance with relevant employment laws and regulations throughout the hiring process.
  • Provide guidance and support to hiring managers on recruitment and interview best practices and strategies.
  • Perform searches for qualified job candidates, using sources such as social media, networking, online recruiting resources, media advertisements, recruiting firms, or employee referrals.
  • Communicate with job applicants concerning the status of their applications.
  • Schedule skill, psychological, or physical assessments for current or prospective employees.
  • Coordinate reference and background checks on job applicants.
  • Oversee the offer process, including compensation assignment and presenting employment offers to candidates.
  • Prepare operational reports and records for the talent acquisition functions and program.
  • Collect feedback and address concerns from search committees, hiring managers, and applicants.
  • Maintain accurate and up-to-date candidate information records, recruitment activities, human resources staffing documents, and staffing process documentation.
  • Confer with senior-level staff to develop or implement personnel policies or procedures.
  • Other duties as assigned.

Minimum Requirements:

  • Bachelor's degree in Human Resource, Communications, Business or equivalent discipline; OR five (5) years of experience in human resources; OR an equivalent combination of education and related work experience.
  • One (1) year of human resource work experience.
  • Prospective new hires will successfully complete a post offer, pre-employment criminal background check with fingerprinting. The background check review includes, but is not limited to, exclusionary offenses per the Illinois School Code and Title IV of the Higher Education Act.
  • Strong initiative and ability to work independently, as well as part of a team with excellent customer service skills.
  • Excellent interpersonal communication and time management skills; ability to be flexible and prioritize tasks to meet deadlines.
  • Ability to maintain and foster relationships within, across, and external to organizational boundaries.
  • Accomplished problem-solving skills, trouble shooting skills and detail oriented.
  • Ability to handle confidential materials judiciously.
  • Proficiency in current Microsoft Office applications including
  • Excel, Outlook and familiarity with Planner, MS Teams, and SharePoint.
  • Proficiency in documenting processes and keeping up with industry trends.
  • Must have excellent verbal and writing skills.
  • Proficiency in Human Resources laws and ethics.
  • Strong leadership skills.
  • Strong planning and organizational skills.
  • In an effort to comply with SURS return-to-work restrictions for employers (40 ILCS 5/15-139.5), candidates for employment at Parkland College must either not be a SURS annuitant or must be willing to suspend his/her SURS annuity upon employment. This applies to all SURS annuitants except those receiving their annuity under either the Self-Managed Plan (SMP) or by lump sum payment.
