Description

The Senior Director of the Office of Enterprise Governance and Assurance provides executive leadership for INL's integrated governance and assurance functions under the Prime Contract with the Department of Energy. This position serves as a senior advisor to Laboratory leadership on contractor performance obligations, regulatory compliance, enterprise risk management, and organizational accountability. The Senior Director establishes and maintains comprehensive oversight frameworks that ensure INL meets its commitments to DOE while fostering a culture of continuous improvement, transparency, and mission excellence. This position will report to the Deputy Laboratory Director for Management and Operations.

Primary Responsibilities Include:

  • Provide leadership for INL's integrated governance and assurance functions under the Prime Contract with the Department of Energy.
  • Serve as a senior advisor to Laboratory leadership on contractor performance obligations, regulatory compliance, enterprise risk management, and organizational accountability.
  • Establish and maintain comprehensive oversight frameworks ensuring INL meets its commitments to DOE while fostering a culture of continuous improvement, transparency, and mission excellence.
  • Integrate multiple critical organizational functions including Prime Contract Management, Requirements Management, Contractor Assurance, Enterprise Risk Management, and Internal Investigations.
  • Ensure these functions operate cohesively to provide Laboratory leadership with comprehensive visibility into performance, compliance status, emerging risks, and organizational health.
  • Serve as the primary interface with DOE-ID for the Prime Contract and Contractor Assurance.
  • Work with executive management to recommend and establish strategic plans and objectives, make final decisions on implementation, and ensure operational effectiveness.

Knowledge, Skills, and Abilities:

  • Expert-level experience with prime contract, contractor assurance, and/or enterprise risk management
  • Exceptional ability to understand complex workplace relationships. High emotional intelligence and ability to understand, represent, and respond to key stakeholder inputs, requirements, and needs (e.g. Senior Management and DOE-ID).
  • Intellectual curiosity and nimbleness to quickly pivot and prioritize based on key stakeholder needs.
  • Demonstrated experience with establishing a compelling vision and strategy for multi-disciplinary teams
  • Demonstrated experience aligning resources, capabilities, and lines of efforts.
  • Ability to identify and analyze complex problems, review related information, develop and evaluate options, and implement solutions.
Qualifications

Minimum Requirements:

  • Advanced degree in the relevant field of study/practice.
  • Minimum of 10 years of experience in the field of practice, with at least 5 years in management.
  • Experience in requirements management and/or contractor assurance.
  • Ability to obtain a DOE Q clearance, which requires US citizenship.

Preferred Requirements:

  • Experience with internal investigations, especially dealing with fraud, waste, and abuse.
  • Experience engaging and forming strong partnerships with government oversight organizations (e.g. DOE, DOD, DHS).

Job Information:

  • The pay range for this position is $193,735 - $279,987. At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
  • TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.

Physical Requirements

While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, and work in an office and field/laboratory environment. The job requires hand/finger dexterity to keyboard or type, handle materials, manipulate tools, and reach with hands and arms. The job requires operation of job-related equipment and driving a vehicle. The employee must occasionally lift and/or move up to 35 pounds. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with people is required.
