Location: Bethesda, MD (2 Days Onsite - May increase as Client needs may change) Position Title: Software Project Manager / Scrum Master Clearance: Public Trust Job Overview: LCG is seeking a highly technical Software Project Manager / Scrum Master to lead Agile delivery execution for the Client's application portfolio at the NIH. This role is responsible for end-to-end Agile program execution across 3-month Program Increments (PIs) with 2-week sprints, facilitating all Agile ceremonies, maintaining delivery metrics and reporting, ensuring backlog and sprint hygiene in ITAC Jira, and coordinating cross-functional dependencies across engineering, QA, UX/508, security/GRC, configuration management, and enterprise operations (EOps). The candidate will drive disciplined delivery against the Government's Definition of Done, manage release readiness, and ensure required ITAC deliverables and artifacts are produced and tracked according to contract requirements This position supports modernization initiatives including DevSecOps delivery, cybersecurity compliance, and modernization/LCNC delivery using Microsoft Power Platform where applicable. Key Responsibilities Agile / SAFe Execution and Facilitation
- Serve as Scrum Master and delivery lead for one or more Scrum teams operating in ITAC's Incremental Delivery Model (3-month PIs, 2-week sprints).
- Facilitate and timebox Agile ceremonies: PI Planning, sprint planning, daily standups, backlog refinement, sprint reviews/demos, retrospectives, and release readiness sessions.
- Drive PI execution with disciplined tracking of PI objectives, acceptance criteria, and Definition of Done (DoD); manage revisions through alignment with Product Owner/SDM/COR.
- Ensure Government participation and stakeholder engagement in sprint planning and reviews as required.
Delivery Management and Jira Governance
- Own operational delivery control in ITAC Jira including:
- Maintaining Jira boards, workflows, and ticket hygiene
- Ensuring Epics/Features/User Stories are mapped and properly scoped
- Enforcing completion of required sprint artifacts (initial/final sprint plans, updated DoD/acceptance criteria)
- Maintain delivery metrics and reporting (burndown, velocity, capacity, throughput, cumulative flow as applicable) and provide transparency into schedule, risks, blockers, and dependencies.
- Maintain sprint and PI plans in ITAC-prescribed tools (presently Jira), including initial and final PI plans following PI planning and PI completion.
Cross-Fuctional Coordination and Dependency Management
- Coordinates across development, QA/testing, UX/UI/508, Security/GRC, EA, CM, DevOps/EOps, and stakeholders to manage dependencies and ensure end-to-end delivery readiness.
- Actively remove blockers, resolve impediments, and drive escalation paths through SDM and Government stakeholders when needed.
- Support release planning and coordination, ensuring release scope and schedule are defined, documented, and executed per the PI plan and ITAC governance.
DevSecOps / CI-CD and Environment Readiness
- Coordinate delivery activities with DevOps and EOps teams to support deployments using manual and automated pipelines and execute post-deployment validation/smoke tests.
- Support integration and coordination with ITAC's CI/CD implementations, including Jenkins-based and GitHub Actions-based pipelines.
- Ensure adherence to ITAC configuration management processes and change control practices (e.g., RFCs).
Compliance, Documentation & Deliverable Management
- Track and ensure completion of required ITAC deliverables and artifacts (e.g., risk register, monthly status reports, PI plans, sprint plans, meeting minutes/materials).
- Maintain risk/issue logs and provide weekly updates in ITAC Jira (risk register required weekly after award).
- Ensure contract deliverables and documentation are stored and maintained in ITAC repositories (e.g., SharePoint Online).
- Support cyber compliance workflows by coordinating required artifacts and schedules with security stakeholders (e.g., ATO package coordination as applicable).
Required Qualifications Education: Bachelor's degree in Computer Science, Information Systems, Engineering, or related field (or equivalent practical experience). Certifications (Preferred / Strongly Desired)
- Certified ScrumMaster (CSM) or Professional Scrum Master (PSM I/II) (required/preferred)
- SAFe Scrum Master (SSM) preferred for scaled Agile / PI planning environments
- Additional desirable: PMP, PMI-ACP, ITIL Foundation (depending on candidate background)
Required Experience
- 5-8+ years experience as a Scrum Master and/or Software Project Manager, preferably supporting Federal Government Agile delivery.
- Demonstrated experience managing Agile delivery using SAFe or scaled Agile constructs including PI Planning, PI execution tracking, and multi-release coordination.
- Strong experience leading delivery in environments requiring cross-team coordination across Dev, Test, UX/508, Security, CM, DevOps/EOps, and architecture stakeholders.
Agile Tooling and Reporting
- Expert-level proficiency with Atlassian Jira for product/sprint/release planning, workflow configuration, dashboards, metrics, and reporting; experience maintaining product backlog and sprint backlog artifacts in Jira.
- Experience managing Agile documentation and deliverables in SharePoint Online and collaborating via MS Teams.
DevSecOps / Engineering Awareness
- Working knowledge of DevSecOps practices and coordination across CI/CD pipelines and deployments (ITAC uses Jenkins and GitHub Actions).
- Familiarity with common SDLC tooling: GitHub/Bitbucket, SonarQube, Docker/Kubernetes/OpenShift, ServiceNow, test automation tooling, and release/change governance.
- Ability to support delivery of modernization initiatives requiring alignment with enterprise architecture, security mandates, and Zero Trust directions.
Compensation and Benefits The projected compensation range for this position is $100,000 to $160,000 per year benchmarked in the Washington, D.C. metropolitan area. The salary range provided is a good faith estimate representative of all experience levels.
