The NYC Department of Transportation (NYCDOT) is seeking to hire an Administrative Procurement Analyst/Office Title: Contract Analyst in DOT's ACCO Office. Under direction, with wide latitude for independent action and decision making, assist the ACCO and the management to enforce and monitor agency's compliance with Chapter 13 of the City Charter, the Procurement Policy Board (PPB), Mayoral policies and procedures and other rules set by NYC, State and Federal agencies. Assist the supervisor in review, process and registration of procurements of various methods, including but not limited to Competitive Sealed Bids, Request for Proposals, etc. The ideal candidate will have worked in a fast paced, large, complex agency and have experience in construction procurements and purchases, in planning and coordinating, contracts with major impact on the community and other important projects. Oversee pre-solicitation review activities; analyze quotes, solicitation documents; evaluate bid and proposal packages, and other vendor submissions to determine accuracy; develop recommendations for contract awards, modifications, and registration packages, etc. Utilize PASSPort, FMS, and other agency and citywide systems. Perform research to determine the most effective way of procuring items. Coordinate with staff of DOT divisions, Legal and Budget, to ensure accuracy in milestones and tasks so the program/division needs are satisfied in a timely manner. Work closely with staff of various NYC agencies and represent the agency in meetings when needed. Assist in the establishment of Minority and Women-Owned Business Enterprises (MWBE) goals, vendor responsiveness and responsibility process, and in developing procedures for administration of contracts and activities. Attend meetings with vendors, compile information for pre-bid or pre-proposal conferences, and participate in price negotiations. Update Oversight reports and evaluate data. Perform other assignments equivalent to those described.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or

2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.

Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in""1" above.

Preferred Skills

Relevant experience in public or business administration. Knowledge in government procurement procedures, and applicable rules and regulations. Ability to communicate effectively in verbal and written form. Must have analytical skills. An experience with PASSPort and FMS systems is strongly desired.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
