Buckeye Partners is currently seeking a Senior Superintendent, Quality Assurance to lead fieldlevel and preproject quality execution across capital and maintenance projects, ensuring construction, commissioning, and turnover activities are performed safely, compliantly, and in alignment with company standards and regulatory requirements.

Role Summary:

The Senior Superintendent, Quality Assurance is responsible for providing field-level and pre-project quality leadership across capital and maintenance projects. This role will support the Quality Team's initiatives of pre-project quality planning, welding and NDT reviews. This role will drive Pre-Startup Safety Reviews (PSSR), commissioning readiness, and support the project team with project turnover documentation to ensure work complies with Buckeye standards, regulatory requirements, and industry codes.

Essential Duties & Responsibilities include:

Quality Management & Pre-Project Support



  • Manage the quality review of pre-project scopes, specifications, drawings, and quality requirements.
  • Support development and execution of project-specific Quality Plans, Inspection and Test Plans (ITPs), and commissioning readiness criteria.
  • Represent the Quality Team in pre-construction and pre-commissioning quality meetings.
  • Provide field-level quality oversight to verify compliance with the Buckeye Quality Management System.



Welding & NDT Oversight



  • Manage the review and coordination of welding procedures (WPS/PQR) and welder qualifications.
  • Verify welder continuity and procedure applicability prior to welding activities.
  • Coordinate and verify NDT requirements, methods, acceptance criteria, and documentation.
  • Drive resolution of welding and NDT non-conformances.



Field Quality Surveillance & Inspections



  • Perform or coordinate in-process and follow-up inspections per approved ITPs.
  • Verify material traceability, inspection status, and quality records.
  • Provide technical guidance with identification, documentation, and resolution of non-conformances.



Commissioning & PSSR Support



  • Represent the Quality Team during commissioning readiness reviews.
  • Participate in Pre-Startup Safety Reviews (PSSR), ensuring construction completion and documentation readiness.
  • Interface with Project Management, Construction, Commissioning, and Operations teams and participate in PSSR meetings as a quality representative.
  • Coordinate with Project Management for closure of quality-related PSSR action items.



Project Turnover & Documentation



  • Provide technical guidance for the preparation and review of project turnover packages.
  • Verify completeness of inspection, testing, welding, and NDT records.
  • Ensure quality documentation meets Buckeye turnover expectations.



Regulatory Engagement, Continuous Improvement & Quality Culture



  • Participate in audits and inspections by regulatory agencies and third-party organizations.
  • Stay up to date with industry best practices and incorporate them into the Company's processes.
  • Communicate effectively with all levels of the organization to promote a culture of quality and compliance.
  • Other duties as assigned.



Position Requirements:



  • 10+ years oil and/or gas pipeline industry experience specializing, regulatory compliance, commercial construction/project management, or pipeline operations.
  • Experience in quality assurance and quality control for pipeline, terminal, or energy infrastructure projects.
  • Strong understanding in civil and mechanical pipeline construction with the ability to read and interpret construction documentation.
  • Knowledge of welding, NDT, inspection, and commissioning activities.
  • Familiarity with ASME Section IX, API, DOT (49 CFR 192/195), and Buckeye standards.
  • Experience supporting PSSR and project turnover activities.
  • Working effectively in and contributing to a team environment and influencing cross-functional teams.
  • Proficient in document management software and Microsoft Office Suite (Excel, Word, PowerPoint).
  • Excellent attention to detail and organizational skills.
  • Effective communication skills, both written and verbal.
  • Up to 50% travel



Certificates & Licenses:



  • AWS CWI, API 510/570/653 preferred
  • Additional construction credentials qualifications are beneficial.
