Job Summary


The Child Support Administrator provides leadership and supports policy direction, programmatic and fiscal management, staff supervision, research and analysis of data, budget development, procurement of services, development of cooperative alliances with outside agencies and adherence to state and federal laws, comprehensive delivery of child support services and strong connection to the community.



Job Responsibilities



  • Leadership - Programmatic and Financial Leadership - Provides leadership and direction for all facets of the Milwaukee County Child Support Services. Provides oversight of budget, staff and contract service providers. Manages implementation of federal child support program in Milwaukee County, under contract with the State Department of Children and Families. Ensures CSS adheres to State and Federal policy.
  • Oversight/Management: Oversees service area and contracts for a variety of direct and support services purchased through various contracts and a network of service providers. Target areas include legal counsel, operations of CSS, community services CSS. Manages and oversees a service area of 150 professional and non-professional staff. Monitor and observe staff to ensure compliance with DHHS Values. Investigate and conduct disciplinary hearings as needed.
  • Compliance: Reviews of Federal, State and National Standards/regulations, both proposed and active, to determine compliance and impact the operations of Child Support Services. Participate in statewide committees/work groups on child support issues. Provides leadership in implementing policies, procedures, and practices across child support services in DHHS.
  • Collaboration: Facilitates collaboration among all the child-serving and family systems to ensure consistent implementation of these policies and procedures and to ensure continuous consensus building and ownership.
  • Strategic Planning: Coordinate with other County departments and divisions on joint policy initiatives and strategic planning that impacts child support services.
  • Communication: Respond to the DHHS Director, County Board, and County Executive on issues regarding child support services to ensure efficient, effective and consumer focused delivery of services in the community. Remains well informed of national best practices related to multi-disciplinary and cross- agency collaboration that benefits children, youth and families and proactively report out to stakeholders and community about programs and new initiatives. Respond to media requests with assistance from Comms Director.
  • Community Support: Act as liaison and maintain positive relations with other department units, community and state groups, and agencies.
  • Financial Monitoring and Maintenance: Monitor the CSS budget, financial performance and maintain fiscal integrity. Continuously pursue new funding initiatives and grant applications in line with the strategic goals and objectives of the service area.
  • Legislative Representation: Represent the County at State, Regional and Federal meetings on service/program issues including new legislation impacting child support services, as well as maintaining State and Federal Policy.



Minimum Education and Experience Requirements



  • Current resident of the United States
  • Reliable transportation required to attend offsite meetings and events
  • Bachelor's degree or higher in Social Work, Psychology, or closely related field
  • Five (5) years or more of related work experience. Preferred experience in child support services, social work, Federal/state programs impacting child support services.
  • Five (5) years or more of Supervisory, Management or Director work experience in a Social Service, Family Law or related setting required.
  • Intermediate knowledge of all related computer and software applications, such as word processing and spreadsheets



Preferred Qualifications



  • Master's degree or higher preferred
  • Previous work experience in other Federal/State programs impacting Child Support Services.
