Seneca Holdings is seeking a Proposal Writer III (Federal Health) with experience developing high-quality, compliant, and persuasive proposals for Federal Health agencies. The ideal candidate is a strategic writer who can translate complex health IT, clinical, and enterprise IT solutions into clear, evaluator-focused narratives that directly address federal acquisition requirements.

Successful candidates demonstrate:



  • Proven senior-level federal proposal writing experience, with a strong concentration in Federal Health, Civilian Health, or Defense Health environments.

    • Hands-on experience supporting Federal Health agencies (e.g., HHS, DHA, VA, NIH, CDC, IHS)
    • Familiarity with health IT and mission support environments, including clinical or healthcare IT systems.
    • An understanding of how health mission requirements influence solution design, compliance, and evaluator expectations.


  • A consistent record of contributing to competitive, compliant, and high-scoring Requests for Proposal (RFPs).
  • The ability to thrive in a fast-paced, deadline-driven proposal environment with multiple concurrent efforts.
  • The ability to operate as both a lead writer and volume lead, shaping technical approaches while maintaining alignment with capture strategy and win themes.



Primary responsibilities include, but are not limited to:



  • Significantly shape proposal sections by writing clear, persuasive, and articulate technical, management, and staffing approaches; integrating Subject Matter Expert (SME) input into a cohesive, single-voice narrative; and writing within strict page, formatting, and evaluation constraints.
  • Work closely with the BD Operations Solutions Architects, SMEs, capture managers, and proposal leadership to refine strategy and messaging.
  • Gather and validate technical subject matter content by interviewing engineers, SMEs, stakeholders and other technical experts.
  • Conceptualize graphics, diagrams and illustrations to communicate complex technical solutions and improve target audience comprehension and engagement.
  • Edit for consistency, clarity, grammar, and syntax, and compile with client requirements.
  • Assess proposal and technical documentation content (compliance and quality as represented in proposal structure, narrative response, and graphics) and provide direction to proposal writers and solution SMEs.
  • Mentor authors or SMEs in improving written materials and documents focusing on consistency, clarity, and succinctness as well as sentence structure, grammar, spelling, and punctuation.
  • Ensure documents are accurate, complete, and adhere to standards for quality, graphics, coverage, format, and style to comply with corporate and government solicitation requirements.
  • Manage updates, version control, and revisions of documentation on a collaborative content management system.
  • Ability to organize, manage, and collaborate with other authors and various levels of internal staff and team members.
  • Perform quality work within deadlines with or without direct supervision.
  • Drafts stock language and content for proposals in coordination with SMEs.
  • Provides editing and desktop publishing support before proposal submission, as needed.
  • Research, organize, write, and edit sections for Requests for Information (RFIs) and White Papers.
  • Other duties as assigned.



Basic Qualifications:



  • Bachelor's degree, preferably in English, Journalism, Communications, Engineering, Business, or a related field.
  • 7+ years of related Federal proposal writing experience in a government contracting environment.
  • Strong technical understanding of IT services offerings and capabilities, such as Cloud, DevSecOps, Software Development, Network/Systems Engineering and Artificial Intelligence (AI) / Machine Learning (ML) technologies.
  • Experience developing or refining IT solutions and supporting technical teams in focusing and articulating a technical approach.
  • Experience with business development, including drafting proposals, technical responses, and supporting materials for federal contracts
  • Ability to apply knowledge of federal acquisition and proposal best practices, including compliance, responsiveness, and evaluator scoring logic (i.e., Shipley, Lohfeld).
  • Ability and experience in analyzing/interpreting RFP requirements for the development of compelling, compliant, and solution-based technical responses.
  • Advanced skills and proficiency in Microsoft Word.
  • Intermediate skills and proficiency in Microsoft PowerPoint and Excel.
  • Strong presentation, verbal communication, written skills and the ability to articulate complex concepts to cross functional audiences.
  • Strong organizational skills along with the ability to multi-task and prioritize well in a fast paced, dynamic work environment.
  • Ability to take initiative and work independently, as well as work closely with partners in a collaborative environment.
  • Meticulous attention to detail.
  • Demonstrated ability to prioritize, organize, and exercise independent judgment.
  • Demonstrated problem solving and decision-making abilities.
  • Shipley or Lohfeld training preferred, but not required.
