Maryland Department of Transportation The Secretary's Office (MDOT TSO) is seeking qualified candidate for the position of Board of Public Works (BPW) Coordinator (Administrator IV) within the Office of Procurement.

The BPW is the highest administrative body in the Maryland state government and derives its ultimate authority from the State Constitution. It consists of the Governor, the Comptroller, and the Treasurer, and is responsible for the expenditure of all capital appropriations and the superintendence of nearly all state public works projects.

The BPW Coordinator is responsible for coordinating, developing, and producing the MDOT Board of Public Works (BPW) Action Agenda and the Procurement Agency Activity Reports (PAAR). The MDOT BPW agenda is the final approval for MDOT contract approvals in many cases. The incumbent is responsible for reviewing and editing agenda item content

and format for construction, maintenance, service, information technology, architectural/engineering, general miscellaneous real property, conveyance and acquisitions, as well as lease items that must be sent to the BPW for approval.

The BPW Coordinator also coordinates and compiles all BPW agenda items for all of the MDOT modal administrations and the Maryland Transportation Authority (MDTA) into the one MDOT Agenda and/or PAAR report. In addition to preparing the MDOT BPW agenda, the incumbent will also review the Department of General Services agenda for awareness of MDOT Real Estate items requiring BPW approval that are handled by the Department of General Services and presented on the Department of General Services' agenda. Additionally, the Board of Public Works Coordinator creates and submits quarterly and annual procurement reports to various agencies. This requires developing and providing templates, instruction, and training, reviewing and compiling all data for a final submission of all reports by the scheduled deadlines.

Responsibilities include but are not limited to the following:

  • Coordinating initial BPW review as well as meetings with modal representatives, BPW liaisons, and MDOT's Chief Procurement Officer to ensure comments made during the meeting are incorporated into the final BPW agenda
  • Acting as the final quality assurance check point assuring that BPW agenda submission deadlines are met and that submitted agenda meets submission standards as defined by the BPW before the agenda is made public
  • Publishing and distributing the final BPW MDOT agenda to the Governor's Office, Treasurer's Office, Comptroller's Office, BPW Office, press and other appropriate individuals by deadlines established by the BPW Office
  • Proposing and making changes to the BPW processes and forms when necessary
  • Verifying accuracy and certifications of MBE firms submitted for BPW approvals
  • Providing assistance to determine compliance with applicable laws and regulations
  • Assisting the Chief Procurement Officer in developing procedures and templates
  • Training parties on procedure, updated and new templates, and advisories
  • Maintaining Office of Procurement website, both intranet and internet-based pages
  • Maintaining SharePoint site

The current vacancy exists at MDOT TSO in the Office of Procurement, which is located in Hanover, Maryland (Anne Arundel County).

This position may allow a hybrid work schedule, including telework and required on-site work hours.

Qualifications

PREFERRED QUALIFICATIONS:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience:

Six (6) years of experience in administrative staff or professional work.

One (1) year of this experience must have involved one or more of the following: preparing, reviewing, and editing documents for high level Executives, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

The ideal candidate will possess the following:-Excellent verbal, written and overall communication skills

-Intermediate proficiency in Word, Excel

-The ability to manage multiple projects and efficiently meet strict deadlines

-Have the ability to demonstrate success in establishing collaborative partnerships with local, state, and community representatives

3. Candidates may substitute the possession of a master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

4.Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the

administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit

operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis

for the required experience.
