Job Description

We have an opening for an Instructional Specialist. You will independently perform the full scope of instructional activities associated with the analysis, design, and development of Security Organization (SO) performance-based training programs, including development of multimedia training material, web-based training material, performance activities and print-based instructional materials. The successful candidate will be responsible for implementation and evaluation of instructional activities for all SO training programs. The position will report to the Training Group Support Supervisor.

This position will be filled at eitherlevel based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You will

  • Conduct needs assessment activities.
  • Conduct, validate, and approve job and task analyses for SO personnel.
  • Design course goals, objectives, and performance criteria based on the job analysis.
  • Develop learning assessments and provide ongoing feedback and recommendations to instructors and course owners.
  • Analyze and generate reports summarizing training evaluation results.
  • Monitor and analyze changes in procedures and policies, lessons-learned information and audit findings for impact and incorporation into training materials.
  • Perform other duties as assigned.

Additional job responsibilities at the H04.3 level

  • Design, develop and revise performance-based and web-based training materials, instructor guides, participant materials and supporting documentation. Partner with subject matter experts and management and participate in high-level reviews and assessments to ensure alignment between training programs and organizational requirements and needs.
  • Design, implement and evaluate internally developed and/or vendor-purchased training programs and services. Develop learning assessments; evaluate the results of performance tests and assessments and formulate trends to assist and plan approved corrective actions.
  • Determine e-learning technical requirements, compatibility and integrate changing technology.

Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's degree in Instruction Systems Design, Training and Development, Organization Development, Education, Human Resources, Industrial Psychology, Sociology, or related field, or equivalent combination of education and related experience.
  • Experience in Instructional Design or Training related field.
  • Instructional design skills including needs analysis, scope identification, design specifications, performance-based objectives, assessment, and curriculum development using the application of the ADDIE model
  • Experience developing, establishing, and maintaining web-based/e-Learning training to include storyboards, tests, still graphics, movies, animations, etc.
  • Advanced technical editing, writing, and grammar skills.
  • Problem solving, analytical and organizational skills.
  • Knowledge of and experience applying adult learning theory, training and development theories and technologies.
  • Ability to communicate effectively, both verbally and in writing, as well as interact effectively with others and work both independently and as part of a team.
  • Ability to work at Site 300, occasional off-shift activity, and periodic travel required.
  • Demonstrated ability to work independently, prioritize work assignments, and plan long-term projects effectively.

Additional qualifications at the H04.3 level

  • Experience developing strategies and project plans for implementing training programs. Analytical, decision-making and project planning skills.
  • Ability to work independently, prioritize work assignments, and plan long-term projects effectively.
  • Experience evaluating training assessments, designing, developing, and implementing performance metrics.

Qualifications We Desire

  • Knowledge of and/or experience with performance-based training models.
  • Experience using Vision Developer Application, Articulate Storyline software, Articulate 360 and HTML5.

Pay Range

$95,820 - $117,312 Annually for the H04.2 level

$114,900- $140,712 Annually for the H04.3 level

This is the lowest to highest salary range in good faith we would pay for this role at the time of this posting. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance.If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
