Department of Family and Support Services

(Additional vacancies possible pending budget approval)

Starting Salary: 75,336

This position is open to the public and all current City employees covered under the City's collective bargaining agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) - BARGAINING UNIT 1, 3, 4 & 5. Only employees in City job titles in this bargaining unit are eligible to bid.

Under general supervision, the class researches, analyzes, and monitors the efficiency and effectiveness of programs and services relative to a department's operation; and performs related duties as required.

ESSENTIAL DUTIES:

* The Program Analyst role supports implementation of a data-driven approach to improving services and outcomes for Chicagoans at risk of or experiencing homelessness.

* This position helps the Homeless Services Division and its partners collect and use data to generate actionable insight toward the ultimate goal of preventing and ending homelessness.

* Analyzes and presents data on client outcomes and program operations to inform decision-making and performance improvement.

* Supports development of problem statements, questions, and meaningful metrics that will lead to actionable insights.

* Refines and strengthens data systems, including supporting contracted programs in improving data collection and developing processes for data review and validation.

* Prepares data visualizations, presentations, memos, and other communications that clearly communicate findings and recommendations for internal and external stakeholders.

* Facilitates productive, performance-oriented conversations with contracted program staff and the Homeless Services Division.

* Develops workplans to monitor new initiatives or process improvements.

* Conducts follow-up evaluations to assess progress on improvement plans

Qualifications

MINIMUM QUALIFICATIONS

* Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Public Administration or a directly related field, plus two (2) years of program evaluation experience.

* Should the above criteria not be fulfilled, the following options are acceptable:

o Six (6) years of program evaluation experience.

o Graduation from an accredited college with an Associate's degree in Business Administration, Public Administration or a directly related field, plus four (4) years of program evaluation experience.

o Graduation from an accredited college or university with a Master's degree or higher in Business Administration, Public Administration or a directly related field, plus one (1) year of program evaluation experience

SELECTION REQUIREMENTS:

This position requires applicants to complete an interview which will include a written exercise and Excel skills assessment test as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.

Preference will be given to candidates possessing the following:

* Previous experience developing, operating, monitoring, or evaluating programs, e.g. government or social service programs.

* Previous experience analyzing and visualizing data.

* Proficiency in using Microsoft Office software.

* Previous Project Management experience.
