MILITARY EMERGENCY PROGRAM MANAGER Department of Military Army National Guard Division Nashville, TN Salary: $61,200.00 Closing Date: 03/30/2026

Who we are and what we do:

The Tennessee Army National Guard is currently accepting resumes for the Military Emergency Program Manager. The purpose of this position is to serve as the Military Department contact for Emergency Management Plans, Programs, and Information to include installation security. This position is under the management of the Director of Military Support (DOMS).

Key Responsibilities:

  • Coordinates all installation security requirements at Joint Force Headquarters (JFHQ) for installation security force personnel.
  • Inspects installation security operations to ensure compliance with Department of Army, National Guard Bureau, and TNNG regulations.
  • Ensures security force training meets the requirements of TNNG PAM 190-56 and training is properly conducted and documented IAW program requirements.
  • Develops and implements site specific security plans in conjunction with the Protection Branch Chief and Physical Security officer for Army, Air, TEMA, and Admin Services personnel located at the JFHQ installation.
  • Monitors electronic devices to ensure proper function and integration into the JFHQ installation security plan including cameras, badge printer, electronic door locks and badge production.
  • Coordinates repair of Electronic Security Systems through the ESS supervisor.
  • Reports facility life support system status to Installation facility maintenance supervisor to ensure prompt notification and repair.
  • Monitors physical security systems throughout the JFHQ complex to include random anti-terrorism measures, fences, gates, vehicle barriers, camera systems, and temporary roadblocks.
  • Ensures a daily building attendance and visitor list is maintained by the JFHQ Visitor Control Desk to ensure accountability of all assigned personnel and visitors.
  • Assists in development, implementation and maintenance of security policies.
  • Develops and implements programs and exercises to improve local security.
  • Assists and works with Physical Security and Anti-Terrorism council members; participates in all Protection Working Groups and the Protection Executive Committee.
  • Responsible for ensuring all Tennessee Army National Guard (TNARNG) elements implement, synchronize, and sustain Emergency Management (EM) program for all TNARNG facilities.
  • Synchronize EM plans with local, state, and federal agencies.
  • Act as subject matter expert for Emergency MGT and Security for senior leaders, IAW AR 525-27, and DA PAM 525-27 and DA and ARNG EM guidance.
  • Manage and implement JFHQ Emergency Preparedness Drills.
  • Prepare and submit quarterly reports to the National Guard Bureau (NGB).
  • Increase awareness and preparedness for Soldiers, employees and their families.
  • Publish monthly Emergency Management preparedness bulletins.
  • Member of the FBI Joint Terrorism Task Force (JTTF) and JFHQ Protection Working Groups.
  • Identify funding requirements for budgetary cycles.
  • Facilitate FEMA ICS training and certification.
  • Assess State EM Programs annually using the Management Control Evaluation.
  • Maintain detailed TNNG EM program data.
  • Ensure EM training is included in training plans, exercises and events.
  • Enhance emergency awareness.
  • (Command Info Program, PAO effort, etc.)
  • Coordinate with local organizations to establish EM partnerships.
  • Inform local community officials to ensure understanding of military or civilian support requirements.
  • Ensure TNARNG Units establish Memoranda of Understandings with local authorities for the shared use of critical resources during an emergency.
  • Develops, coordinates and reviews the Emergency Operations Plan (EOP) and the Continuity of Operations Plan (COOP).
  • Manage the ALERT! Mass Warning Notification System.
  • Prepare for the triannual NGB Protection Assessment Team (PAT).
  • Assess installation emergency response capabilities.
  • Conduct annual EM program evaluations of subordinate EM programs.
  • Assist with TNARNG Installation Status Report (ISR) for readiness assessment.
  • Maintain EM program knowledge management.

Minimum Qualifications:

  • Must have a High School diploma from an accredited institution.
  • Must have experience in Emergency Management, Security or related fields such as Law Enforcement (Civilian or Military), Safety, or Firefighting.
  • Bachelor's Degree in any the above fields may be substituted for work experience.
  • Must have practical skill and knowledge of Microsoft Suite (Word, PowerPoint, Outlook and Excel)
  • Must have extensive experience using web-based training applications.
  • Must have experience in briefing audiences using Microsoft PowerPoint.
  • Must possess excellent written and verbal skills.
  • Must have or obtain within one year of start date, a DOD Secret Security Clearance.
  • Must submit to and pass an initial background check (Tennessee Bureau of Investigation).
  • Must not possess any felonies or misdemeanor crimes for domestic abuse. All other misdemeanor crimes will be considered on a case-by-case basis.
  • Must be able to work in the event of emergencies. This could include working some nights, weekends or holidays. (Normal work hours are M-F, 8:00 AM to 4:30 PM).
  • Must be able to travel overnight for training or EM events. (Lodging and per diem is provided).
  • Must possess a valid State Driver's License.
  • Must complete (within six months) FEMA Core Curriculum Courses which are comprised of ICS, NIMS, and selected All-Hazards Position Specific (AHPS) courses.
  • Must be familiar with OSHA safety regulations (29 CFR 1910.32-39) regarding emergency planning.
