Job Summary

UC Davis Health Compliance and Privacy Services promotes ethical behavior and ensures adherence to applicable laws and policies through effective internal controls.

The Senior Regulatory Specialist plays a critical role by analyzing complex regulatory issues, advising institutional stakeholders, and supporting compliance across the organization. Responsibilities include, but are not limited to:

* Performing complex regulatory analyses and guiding compliance with federal, state, UCOP, and UC Davis Health requirements.
* Researching, evaluating, and responding to unique or unprecedented compliance and regulatory inquiries.
* Advising on regulatory matters impacting compliance, privacy and medical privacy, data governance, revenue cycle (CMS), medical center operations, medical research, vendor relationships/conflict of interest, contracting, auditing, and medical record management.
* Monitoring legislative and regulatory developments affecting healthcare, including privacy, technology, data governance, AI, revenue cycle, and academic medical research.
* Providing analytical, regulatory, and policy support to institutional data governance bodies.
* Advising stakeholders on risk evaluation, mitigation, and institutional impact.
* Evaluating compliance with new and existing regulations, laws, and government and institutional guidance.
* Conducting gap analyses to assess compliance and develop corrective action plans.
* Assisting in developing and delivering education and training related to regulatory changes.
* Supporting non-routine regulatory requests, audits, and investigations from agencies such as CMS, DHCS, OIG, and CDPH.

Minimum Qualifications - For full consideration, applicants are encouraged to upload a license and/or certification if required for the position

  • Bachelor's Degree in Business, Health Care Administration, Public Health, Science, or equivalent experience/training
  • Five (5) years of experience working with federal and state laws, regulations, and/or agency guidance
  • Experience in providing legal or regulatory guidance
  • Demonstrated ability in reading, comprehending, and instructing others relative to State/Federal rules, regulations, court opinions, as well as legal and industry guidance relative to the health care environment
  • Demonstrated ability to interpret and clearly communicate complex regulatory or legal requirements
  • Demonstrated ability to manage multiple deadlines across concurrent projects with competing deadlines
  • Strong written and verbal communication and interpersonal skills, including executive-level communications
  • Strong analytical skills to define problems, formulate logical solutions, and make recommendations
  • Self-motivated with the ability to work independently with minimal supervision
  • Demonstrated critical thinking skills and strong attention to detail

Preferred Qualifications

  • Juris Doctor or Master's degree in Business, Health Care Administration, Public Health or equivalent experience
  • Certification in Health Care Compliance (CHC)
  • Experience in one or more of the following areas, preferably within healthcare: data governance, privacy, contracting/contract negotiations, AI or Generative AI infrastructure or regulations, academic medical research, I.T., medical center operations, compliance, fraud, vendor relationships, conflict of interest, auditing, or medical coding, billing, and reimbursement, including Centers for Medicare & Medicaid Services (CMS) rules and Conditions of Participation
  • Demonstrated ability working within a healthcare environment or working with healthcare providers
  • Ability to perform gap analyses and develop corrective action plans based on regulatory obligations
  • Ability to review analytical data and audit findings to identify trends and risk areas
  • Demonstrated ability to develop, review, and revise compliance policies consistent with Federal, State, and/or University policy
  • Epic system knowledge

Department Overview

The University of California Davis Health (UCDH) Compliance Program is a comprehensive approach to promoting ethical and proper behavior in all matters related to UCDH business operations. The primary goal of the Compliance Program is to establish effective internal controls to recognize potential risks and promote adherence to applicable laws, policies, and procedures.

Work Environment

  • UC Davis is a smoke and tobacco free campus effective January 1, 2014.
