TITLE

Recruitment Specialist

JOB SUMMARY

Performs advanced professional work supporting the university's employment processes and search and selection procedures, including full-cycle recruitment for all hiring across the Texas Woman's University System. This position contributes to the development and continuous refinement of Recruitment initiatives in alignment with organizational goals and workforce strategies, operating under limited supervision and in close collaboration with the Manager of Recruitment. Performance is evaluated based on outcomes, accuracy, and adherence to University Policies & Procedures.

ORGANIZATIONAL RELATIONSHIPS

Reports to: Manager of Recruitment

Supervises: No Supervisory responsibilities

ESSENTIAL DUTIES - May include, but not limited to the following:

  • Assists with full-cycle recruitment for all Texas Woman's University System hiring.
  • Recommends and implements strategic process enhancements and policy refinements to strengthen efficiency, compliance, and service delivery within the Recruitment function.
  • Collaborates with the Manager of Recruitment to develop and execute departmental goals and strategic initiatives, while assisting in the formulation and implementation of university-wide recruitment strategies and policy frameworks.
  • Supports the accurate and timely administration of Recruitment transactions, forms, and data across multiple operational systems, including Oracle Cloud.
  • Assists with generating, analyzing, and communicating complex data reports and staffing analytics to identify trends, inform strategic decision-making, and provide actionable insights to university leadership on campuswide recruitment metrics and workforce planning.
  • Coordinates cross-functional collaboration among HR, Payroll, Records, Compensation, and departmental partners to ensure consistency and alignment in strategic Recruitment practices.
  • Provides analytical and consultative support on Recruitment-related policy, procedure, and compliance matters, including coordination of H-1B visa holders, employment preferences, background checks, Selective Service registration, and other federal and state regulations.
  • Assists in the development and refinement of Recruitment procedures to promote operational efficiency and service excellence; partners with the Oracle Cloud business analyst team to optimize system reliability; and designs comprehensive training sessions to ensure a clear, consistent understanding of recruitment policies across all functional areas.
  • Reviews and advises on departmentally submitted Recruitment forms, ensuring compliance with established standards and strategic Recruitment frameworks.
  • Assists with conducting periodic audits of system functionality and data accuracy, including testing of Oracle Cloud updates and patches.
  • Contributes to the development and maintenance of Recruitment-related websites, tools, and resources to ensure understanding and accessibility.

ADDITIONAL DUTIES

  • Attends Human Resources related conferences, seminars, job fairs, and training; some travel required.

  • Performs other duties as requested.

EDUCATION

Bachelor's degree in human resources or a related field of study required. PHR/SPHR certification preferred.

EXPERIENCE

Four years of progressively responsible Human Resources experience, preferably in higher education.

REQUIREMENT

Regular and reliable attendance at the University during regular scheduled days and work hours is an essential function of this position.

All employees share the responsibility of maintaining information security and privacy requirements within the university by adhering to Federal and State regulations, and TWU Policies & Procedures.

  • Ability to plan, direct, and evaluate a complex operation, using human resources time, funds, and other resources for the accomplishment of long-term and short-term goals of the institution.

  • Ability to establish and maintain effective work relationships with students, faculty, staff, and the public.

  • Ability to provide administrative guidance within area of responsibility, providing direct training and supervision as needed.

  • Ability to apply budgetary and fiscal planning techniques within financial constraints.

  • Ability to organize work effectively, conceptualize and prioritize objectives and exercise independent judgment based on an understanding of organizational policies and activities.

  • Ability to integrate resources, policies, and information for the determination of procedures, solutions, and other outcomes.

  • Ability to communicate effectively orally, by phone, in person, and in writing.

  • Ability to use a personal computer and other office equipment, including university related software and email.

PHYSICAL DEMANDS

WORK ENVIRONMENT

Supervisors and employees should ensure that injury/accident reports are submitted to the Office of Human Resources and Risk Management within 24 hours of the incident.
